Background
The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory in January 2009 and is developing programme activities in the sectors of Shelter, Education and the provision of Information, Counselling and Legal Assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt. The ICLA programme comprises of 5 teams including the Partnerships and Trainings Team, Strategies and Research Team, Gaza Team, International Component Team and Information Team.

Overall Responsibilities:
The main purpose of the Deputy Financial and Administration Manager (DFAM) is to assist the Finance and Administration Manager (FAM) with management of the NRC finance, logistics, administration, procurement, IT and Human Resource activities for oPt Country Office. The DFAM will be assisting and deputizing for all issues pertaining to day-to-day Operations in accordance with NRC country strategies, plans and policies.
The Deputy Finance and Administration Manager will report to the NRC oPt Finance and Administration Manager.

TASKS AND RESPONSIBILITIES
Financial Management
-Day to day assistance for the running of the local Finance and Administration Departments/duties, including Logistics.
-Ensure that adequate financial management routines and systems are in place, and that NRC’s accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements from NRC, donors, auditors and authorities.
-Assist the Finance and Administration Manager in the overall budget control and monitor cash flows and expenditures.
-Provide up-to-date analysis and required reports of the financial situation in the projects and the programme to the FAM.
-Assist the Finance Coordinator in the reconciliation of accounts with NRC HQ in Oslo on agreed dates.
-Maintain a particular responsibility towards transparency and accountability within finance and administration.

Training
-Assist in trainings in financial management, - monitoring and administrative procedures for NRC’s Program/Area Managers, Coordinators and other relevant personnel

Administrative tasks and responsibilities:
-Assist the Finance and Administration Manager in ensuring that all necessary agreements, permits and licenses necessary for NRC’s operations are in place, and keep updated on national rules and regulations pertaining to the activities of NRC oPt. This also includes visas and permits for expatriate staff.
-Ensure that archives are in use and maintained according to the NRC regulations.

Logistic and IT tasks and responsibilities:
-Assist the Finance and Administration Manager in ensuring that NRC’s communications- and IT equipment is operational at all times, and that appropriate communications procedures are followed (letters, faxes, e-mail, phone and VHF/WHF radios).
-Ensure that logistics procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct.

Personnel Management:
-Assist on local staff issues on behalf of the Finance and Administration Manager, i.e. contracts, job descriptions, salary scales, leave, benefit etc.
-Assist on recruitment, induction courses and training of national staff.
-Ensure implementation of NRC standard personnel policy guidelines for national staff, including adhering to national labour laws, taxation systems and rules, social security and insurance etc.
-Conduct regular field trips to all NRC oPt offices and Implementing Partners for control, monitoring and supervision purposes (within area of responsibility)
-Assist with any other duties assigned by the Finance and Administration Manager, as and when required.

SKILLS AND QUALIFICATIONS REQUIRED
-Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management may compensate for lack of formal education.
-Solid experience of work with windows based computer software, and modern accounting-systems
-Proven experience in financial, administration, human resources and logistics management
-Ability to plan for different sets of scenarios in relation to budgets and plans
-Proven skills and experience in report writing
-Strong communication, interpersonal, analytical and negotiation skills
-Fluency in English and Arabic language, both written

DESIRED SKILLS
-Fluency in Hebrew

PERSONAL QUALITIES
-Ability to work with stress and under pressure, independently and with limited supervision
-Results oriented, flexible and creative
-Ability to handle a large workload, work under pressure, independently and with limited supervision
-Willingness to travel to all areas of the country/region where the programme is implemented, on a regular basis

This position will be based in Jerusalem with frequent travel to other NRC oPt offices to provide support and ensure compliance.

Contract period: Open End Contract (with 3 months probation period)
