Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002.
PUI is operating in the West Bank, including East Jerusalem and Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.
Overall Objective
The Deputy Finance Coordinator supports the Finance Coordinator in financial management of the mission. The Deputy Finance Coordinator is responsible for financial and budgetary management in the coordination Office.
S/he monitors and overviews the implementation of the financial process, assists the finance coordinator to define and implement financial policies at mission level and supports the base in the implementation of the process.
Tasks and Responsibilities
- Financial and budgetary management: S/he Responsible of preparing the budget follow up tool of the mission, ensure that funds are used efficiently and effectively to support the mission maintaining transparency with Donors and Ensuring compliance with financial regulations and Donor requirements.
- Cash Management: S/he Responsible for cash flow for the mission, ensures that the amount of cash flow for the mission is sufficient for the requirements in the field on Monthly Basis.
- Donor Financial Report: S/he Assist the admin & Finance Coordinator in preparing draft Donor Financial Report.
- Circulation of Information, Coordination and Representation: S/he ensures an efficient circulation of information to field and Coordination teams.
- OTHER: S/he Perform any other duties assigned by the Admin & Finance Coordinator.
Specific Objectives and Linked Activities
1- Financial and budgetary management
- S/he will prepare the monthly budget follow-up of the mission with the analysis, based on the analysis S/he will suggest adjustments to the budgets as needed for validation of the Finance Coordinator.
- S/he will ensure that all Managers manage their budgets correctly, that the budget forecasts are up-to-date, and donor rules are respected.
- S/he will ensure throughout each project that funds are allocated correctly and in respect of the contractual framework as regards rules of eligibility (date, purchasing procedures, etc.).
- Cross check information recorded by the base and request information to justify any variation month to month.
- In line with new projects approval, S/he will Update the Budget follow up tool and share it with the bases.
- S/he Responsible of updating the monthly allocation table for Coordination and of reviewing the one related to each base .
- Monitor the cash supply system and cash security at base level, make sure that there is a positive bank balance.
2- Cash Management
- S/he will prepare the monthly cash request cash and submit it to the Admin & Finance Coordinator for validation.
- S/he will ensure that the amount of cash flow for the mission is sufficient for the requirements in the field over the period, considering possible donor payments carried out locally in these transfer requests to headquarters.
3- Donor Financial Report
- S/he Responsible of preparation the financial reports Requested by the Donor for review by the Admin & Finance Coordinator.
- S/he Responsible of preparation a proper justification for the budget line exceeding the budget when requested from the donor.
- Ensure that the supporting documents are consistent with the financial reports.
4- Circulation of Information, Coordination and Capacity Building
- Ensure that information is circulated effectively between operational bases and the coordination office.
- Under the supervision of the Admin & Finance Coordinator, contribute to the organization of financial trainings/workshops for mission finance & non-finance team.
- Ensure that the financial aspects of any change of policy are financially taken into consideration and appearing in the budgets.
- Monitor the implementation and update of financial rules and procedures. Make sure they are harmonized at mission level.
- Contribute to any financial policies/SOP’s/Guideline’s development or revision under the supervision of Admin & Finance Coordinator.
- On request, participate in meetings (donor, program departments, HQ…) and workshops relating to his/her task & Responsibilities and write up minutes to the admin & Finance coordinator.
