General Information
Context
PREMIERE URGENCE-AIDE MEDICALE INTERNATIONALE (PU-AMI) is an international apolitical, non-religious and non for profit organization intervening in 23 countries around the world to help people to survive and rebuild their lives. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected or forced to flee from war or disaster.
BACKGROUND: Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy is severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.
The main features of the Israeli occupation remain in place and consequently the humanitarian needs in the oPt have not fundamentally changed for the last decade. Serious protection threats related to IF and settlers’ violence, limited access to essential services and entrenched levels of food insecurity continue to characterize the day-to-day lives of many Palestinians. Communities in Area C of the West Bank came under increasing pressure—rise in demolitions, increase in settlers’ violence, no easing on movement restrictions and no progress on the planning and zoning regime. Bedouin and herder communities in particular were affected.
Israel continues to impose a blockade on Gaza, amounting to collective punishment of the population and affecting every aspect of life in the Gaza Strip. Livelihoods remained severely constrained by policies that restricted access to the areas with the most viable agricultural and fishing prospects. Risks of escalation of violence remain very high, such as during the 51-day military operation led by Israel in July-August 2014.
Description
As Head of the Quality Department the DHoM’s objective is to ensure the accountability of PU-AMI’s program in the oPt. The DHoM-Head of Quality is expected to contribute to the quality assurance of program implementation across all grants implemented.
The Head of Quality Department is responsible for cross-cutting programmatic information management, sound design of and overseeing assessments, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing projects, and is incorporated into consistently high quality grant proposals and reports. S/he must ensure that policies, systems and people are continuously and accurately working in coordinated manner in order to ensure that a coherent and comprehensive program is designed and implemented, lessons are learned and experiences shared across the various sectors and program teams.
Working under the direction of the Head of Mission - in close collaboration with the Field Coordinators, will be responsible for developing a global Quality Management policy, coordinating, computerizing, maintaining and constantly improving the M&E system, ensuring that grant proposals, donors’ reports and internal reports are timely and of a high quality, stimulating a constant learning and capacity building process specifically to strengthen national staff capacities, as well as developing a communication strategy aiming at promoting, both internally and externally.
Specific objectives and fields of responsibility
-Supervising & developing the Assessment, Monitoring, Evaluation a Learning process of the Mission
-Coordinating the writing of grant proposals and any kind of reports (intermediate & final reports, assessment reports, impact evaluation report etc.).
-Supervising the development of the Women Economic Empowerment Media campaign (to be confirmed)
Specific objectives and responsibilities
1-DEVELOPING AND MONITORING THE QUALITY PROCESS
-In close collaboration with the HoM and the 2 Field Coordinators, He/She takes part in the definition of the programming strategy of PU-AMI in oPt:
-Write and propose Terms of Reference for all field assessment initiatives
-Supervise the Assessment implementation & data analysis
-Supervise the writing of the Assessment report
-Contribute with the HoM in the writing of the yearly programming strategy
-He/She evaluates the relevancy of the indicators of results and impact for each project (cf. Performance Indicators Reference Sheet), eventually propose new ones, and ensure their implementation by specifically defining a Monitoring Plan detailing the process of monitoring of each source of verification (baseline, follow up, survey, study, etc…).
-He/She provides a constant methodological support to the Field Coordinators to develop and implement any kind of tools of follow up: Protection Guidelines, Gantt chart, and Activities Progress Follow up, etc.
-He/She is specifically responsible for defining and implementing the beneficiaries selection process in close collaboration with the Field Coordinators, as well as the ECHO partners and the relevant sectors
-He/She defines and implements, in close collaboration with the Field Coordinators, an impact survey and a lessons learned process at the end of each round/activity/component of the projects.
-He/She follows the development of the M&E software – AidBits – in order to contribute to the improvement of the data collection & analysis in addition to strengthen its use at the different stages of the project cycle.
-He/She ensures regular training sessions about quality management & M&E process to the local partner, Women for Life and PU-AMI staffs
-He/She supervises the production of maps related to the areas of PU-AMI intervention in WB & GS and the type of activities implemented; mapping of settlers incidents in WB, etc.
2-COORDINATING AND SUPPORTING GRANT PROPOSALS WRITING AND ALL KIND OF INTERNAL AND EXTERNAL REPORTS
-He/She timely coordinates with the Field Coordinators and the Program Officer in HQ the writing process of the grant proposals and the donors’ reports (intermediate and final), according to the programming and the funding plan. He/She especially ensures the coherency/relevancy of all information and figures provided, the wording, the phrasing, the architecture of the logical framework and the rational link between results-indicators-sources of verification.
-In close collaboration with the Field Coordinators, he/she supervises the production of all the required annexes to be sent with the reports to the donors
-He/she produces the minutes of the weekly meetings of his / her departments (Gaza Strip and West Bank).
3-IMPLEMENTING THE OPERATIONNAL & INSTITUTIONAL COMMUNICATION STRATEGY OF THE MISSION
-He/She develops and implements an Yearly Communication plan for the Mission (WB & GS) validated by the HQ Communication department
-He/she supervises the development of a media campaign conducted in Qalqilya & Salfit governorates, in addition to universities, including the production of billboards, TV & Radios spots and radios emissions
-He/she supervises the production by the Mission of any visibility tools in order to respect the PU-AMI Graphic chart (i.e. Posters / Brochures / Leaflets / Roll ups etc.)
-He/she is responsible for the production of Newsletters & Photo book
-He/she extends and animates a media network and field visits in oPt: journalists, communication officers from ECHO or any other NGOs.
-He/she supervises and monitors the development of the oPt Facebook page
Note that depending on workload during the year, this particular responsibility (communications) might be partially or fully transferred to another team member.
4-INVOLVING IN THE ADVOCACY STRATEGY & ACTIVITIES
-He/she is involved in the definition of the Yearly Advocacy strategy of the Mission
-He/she will review all advocacy publications including case studies, fact sheets, letters etc.
-He/she is involved in the preparation of Media and/or Diplomats field visits to ensure respect of PU-AMI communications guidelines (note that depending on workload during the year, this particular task might be partially or fully transferred to another team member).
5-REPRESENTING PU-AMI & HoM IN CLUSTERS, MEETINGS, DONORS’ FIELD VISITS
-In coordination with other team member, he/she attends any relevant clusters, partners & donors meetings (i.e. Food Security; Protection; AIDA; ECHO partners; Consortium partners etc.)
-He/she ensures the replacement of the Head of Mission in case of absence
-He/she supports the HoM and the Field Coordinators in preparing donors field visits
