PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.

GENERAL POSITION SUMMARY:
DME Officer is responsible to ensure that the Partners Programs that are funded under PCAP adhere to the PCAP Data Quality Assurance Protocol and other USAID M&E Guidelines and ensure that partners are implementing and reporting the data on beneficiaries’ numbers and progress as per the DQA Protocol and guidelines.

ESSENTIAL JOB FUNCTIONS:
Monitoring Activities

  Ensure that Partners adopt an effective mechanism for monitoring activities under PCAP by:
1-Quarterly DQA review for programs to ensure that stated best practices are in place.
2-Report findings/follow up actions and recommendations of the DQA reviews in a comprehensive and timely manner to DME Director using the online reporting system.
3-Conduct, as appropriate in relation to DQA review, field visits in coordination with grant management and partners to ensure proper implementation of programs as per agreed proposals and PMP.
4-Conduct, as appropriate, Spot Field Visits to ensure proper implementation of programs as per agreed proposals and PMP.
5-Conduct, as appropriate, Random Checks of beneficiaries' files and/or activities records to ensure adherence to selection criteria, selection process documentation and archiving of beneficiaries required documents.
6-Support partners in developing selection criteria of beneficiaries and the selection process.
7-Support partners in developing tools to measure progress in indicators or counting beneficiaries.
8-Being responsible to verify the accuracy of all figures of beneficiaries and progress on indicators that are reported by partners and posted to the Geo-Mis and other reporting systems.
9-Ensure that baseline and end line surveys planned in the PMP are implemented timely and according to DQA Protocol by partners.
10-In advance review & approval of tools to be used by partners for data collection on indicators progress, pre/post tests and base/end line surveys.
11-Review of field implementation practices of surveys by partners are conducted according to DQA Protocol.
12-Review, as appropriate, the accuracy of the analysis conducted by partners of surveys, pre-post tests data, and base/endline data.
13-Capturing and help in preparing success stories, case studies and qualitative findings of the progress of the programs conducted by partners.
14-As appropriate, conduct /organize meetings with concerned staff in the partner organizations to ensure understanding of M&E requirements and best practices.
15-Contribute to improving/maintaining the partners’ M&E systems to be capable of providing the required PCAP/USAID monitoring deliverables.
16-Liaise with Grant Management team in terms of joint field visits, as appropriate.
17-As required by DME Director, coordinate and join field and monitoring visits of USAID Gaza field representative to the Partners.
18.-Contribute in the mid-term and final evaluations of the programs conducted under PCAP and implemented by Partners.   

Other duties

1-Commit to and support all efforts towards accountability, specifically to beneficiaries and adhering to the code of ethics and policies of Mercy Corps and the norms in the local society.
2-Perform work beyond normal office hours as required, without additional compensation.
3-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
4-Any other duties as required by the DME Director.
 
SUPERVISORY RESPONSIBILITY:
DME coordinator.
ACCOUNTABILITY: Report to DME Manager.
WORKS DIRECTLY WITH: DME, Grant Management and Partners’ staff and MC Staff in concern.

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:

1-University degree in Project Management, Related fields of Engineering, Business Administration, Economic Development, Business Development, or a combination of experience and education in relation to project management.
2-At least 5 years’ proven experience in monitoring and evaluation of development projects and/or project management including reporting for- complex projects. Past work with USAID funded programs is preferred.
3-Experiences in monitoring or management of projects in the field of social and economic recovery programs such as Education, Cash for Works, Livelihoods, Psychosocial, Agriculture development or Infrastructure projects will be highly desired.
4-Understanding of the social, political, and economic context of the Palestinian territories, especially in the Gaza Strip.
5-Excellent communication, organizational, and prioritization skills and the ability to multi-task.
6-Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
7-Demonstrated experience in using MS Office (Excel in particular and statistical packages such as SPSS to analyze and report on data)
8-Excellent experience in survey design, implementation, and analysis.
9-Excellent English Writing Skills and fluent in Arabic.
