Developing a Monitoring & Evaluation System IT

 
The Small Enterprise Center Association (SEC), with the support of We Effect, is seeking to engage an experienced firm to develop Monitoring and Evaluation System.

This assignment is part of a project entitled, “Boosting Social Micro, Small and Medium Enterprises (MSMEs) in Palestine” funded by our partners We Effect. In accordance with its theory of change, We Effect’s role is that of funder and adviser to the partner organization. The support is intended to strengthen the partner organization as such, which in turn increases the organization’s ability to, on the one hand, exert influence and demand change at the macro/structural level and, on the other, to offer members the services they need. Together this helps to reduce poverty and increase justice. 
The ambition now is to support partner organization (Small Enterprise Center Association SEC), to develop what so called Programmes and projects Information Management System (PPIMS). The system will assist our partner in the reporting of results through systemized, computed and interactive model of data collection, processing and analysis that enable efficient measurement and reporting of results achievements.

Organization and project overview:

The Small Enterprise Center (SEC) Association is a Palestinian nonprofit organization provides an integrated package of innovative business development services consisting of, but not limited to, institutional capability building and strengthening initiatives, human resource training and development, SME banking, grant management, research and development, and lending and micro-finance advisory services. SEC started as a project within the framework of former GIZ Private Sector Development Project in 2002. In 2008, SEC has become an independent not-for-profit organization governed by Palestinian NGO law with a board of directors and a general assembly.

We Effect is in the process of designing a project which aims to promote SMEs in Palestine through strengthening the capacities of civil society organizations in addressing the needs and rights of their low income members and constituents. The project is directed at building the capacities of local co-operatives, community based organizations (CBOs) and NGOs in mainly four development competencies: (a) development of organizations and their capabilities to better defend the rights and address the needs of members, the poor and vulnerable. At this stage, this component will focus on building the capacity of the implementing organization SEC (b) Business development to increase business capacities for Social MSMEs in Palestine through conducting a diagnostic study of Social MSMEs, developing new business model for social MSMEs, piloting New business model for MSMEs, and finally Long-term project will be designed based on a best-practice identified during the pilot phase. (c) Lobbying and advocacy environmental sustainability, promoting policy issues and sustainable agricultural practices among small farmers, promote urban initiatives to ameliorate the environment and raising awareness about climate change issues; (d) Gender Equality and women rights, addressing their situation at family, community and organizations level, promoting and supporting initiatives to generate better opportunities for females. At this stage, this component will focus on building the capacity of the implementing organization SEC. The project considers cooperatives and community based organizations as privileged organizational forms to deliver services to low income people and at the same time address issues connected with their basic rights. Palestine is a country with many “civil” organizations although the “civil society” is relatively weak. The project support to cooperatives and community based organizations is a main strategy to promote the development of the civil society. The project considers farmers, processors cooperatives members and nonmembers and their families as cornerstones of any relevant strategy to support SEs and SMEs.

The consultancy firm, team or individual making an application for the contract shall submit a detailed proposal (in either Arabic or English) for developing a Monitoring and Evaluation System. The proposal should be divided into two parts, i.e. technical and financial (lump sum).
