Program: Strengthening of Civil Society Program CSP

Organizational Background:

The Civil Society Program of GIZ aims to support civil society organizations and networks in the Palestinian Territories in the fulfilment of their mandates by strengthening their capacities in the areas of management, advocacy and intra-civil society coordination.

The Civil Society Program (CSP) was launched in the beginning of February 2013 and has entered into a new phase in February 2016. To achieve its objective, the program provides technical advice and support to selected non-governmental organizations (NGO), community-based organizations (CBO) and civil society networks to develop their capacities and enable them to fulfil their mandates, especially in the area of advocacy and lobbying.It does so by a) developing the management capacities of its partners, b) strengthening their advocacy capacities and c) developing the coordination capacities of civil society networks. The program works in the West Bank, East Jerusalem and the Gaza Strip.

Brief Summary of Position:

The Organizational Development Advisor will work with several of the program’s partner organizations to develop, implement and review priorities for their organizational development using a participatory approach. CSP currently works with ten partner organizations in the West Bank, East Jerusalem and the Gaza Strip. The program has recently adapted its approach and developed an organizational capacity self-assessment process with the aim to develop concrete organizational development plans for each of its partner organizations. This initial assessment process has been completed for the majority of partners, who now shall be supported in the implementation of the agreed upon priorities. While CSP frequently engages external experts in advising its partner organizations, the Development Advisor shall support the Program Coordinator in finding suitable experts and accompany all stages of the process to ensure that CSP’s quality requirements are met. The Development Advisor shall also provide additional consultation directly to partners throughout the entire life cycle of the identified change processes. After 12-18 months, a review of all development plans is scheduled, which shall be led by the Development Advisor for Organizational Development. Additionally, the Development Advisor shall act as a resource person for the program with regard to organizational development and support CSP in the overall monitoring of its interventions. He/ she will work in close cooperation with the Programme Coordinator. Direct supervisor will be the Head of Programme.

Specific Duties and Responsibilities:

-Assist partner organizations in setting priorities for their organizational development using the program’s existing tools and processes
-Provide advice on how existing practices and processes with regard to organizational development could beimproved or developed further
-Proactively follow-up with partner organizations to support them in all aspects of the implementation of their organizational development plans
-In collaboration with the Program Coordinator, select suitable external experts to support partners in addressing their priorities for organizational development, if needed
-Technically overseeand assist all interventions with regard to organizational development implemented with partner organizations and ensure that CSP’s quality standards are met in the planning, implementation and reporting of interventions
-Facilitate a review of current development plans with the program’s partner organizations 12 to 18 months after their inception
-Act as a resource person for organizational development within the program
-Support the implementation and if necessary, review of the program’s internal competency development and external capacity development strategy
-Follow-up on the program’s internal operational plan to keep track of its capacity development interventions and monitor the progress of partners
-Support the program’s overall monitoring and evaluation efforts, incl. the development of context and conflict-sensitive monitoring plans, implementation of a Do no harm-approach and ensuring the timely collection, compilation, analysis, and reporting of data by partner organizations and experts in line with CSP indicators and standards
-Support the development of other internal plans and strategies for the program as required
-Perform other duties as assigned by the Head of Program

Needed qualifications and skills:

-Master degree in social sciences, business administration, economics or political science
-Minimum of 2 years relevant work experience
-Experience working with civil society organizations and/or international development cooperation is a prerequisite
-Consulting skills
-Excellent command of English language is a prerequisite
-Arabic language is a major asset
-German language is an asset
-Excellent communication and intercultural skills

Only EU nationals can be considered in the application process. A development advisor as defined by the German Development Workers Act (EhfG) is a person who provides assistance in developing countries and signs a contract to do so for a continuous period of at least two years, and is a German citizen or a citizen of another European Union member state. This applies in the same way to Swiss citizens.Development advisors receive a service contract. They do not have employee status.GIZ’s Guidelines on maintenance and allowances for development advisors are based on the German Development Workers Act (EhfG) and the BMZ’s conditions for recognized providers of development services.
