SPARK develops higher education and entrepreneurship to empower young, ambitious people to lead their fragile and conflict-affected societies into prosperity. SPARK is a dynamic and growing, international not-for-profit development organisation with 80+ staff members, in more than 14 offices around the world. SPARK supports refugees in the Middle-East by providing them with scholarships in universities and higher education institutions in the region. SPARK also supports young entrepreneurs in fragile states, to start or grow their own businesses.

Currently, SPARK in Palestine is implementing projects funded by the EU and Google that focus on Tech Entrepreneurship, Capacity Building for Innovation Support Organization Training, and Job Matching. At this point, SPARK is planning to hire a Digital & Start-ups Expert to support SPARK under both EU and Google funded projects         

Main Tasks and Responsibilities

 The responsibilities and tasks include, but are not limited to:

• Develop and review relevant aspects of the projects’ implementation plan in coordination with the project implementation team to ensure all technical aspects are addressed.
• Identifying, registering and monitoring project technical risks and dependencies and assist the Projects’ Leads in their mitigation strategies;
• Providing estimates of technical impact of changes to project scope, identifying potential risks, and updating plans for resources and infrastructure/systems etc.;
• Developing, delivering, and presenting periodic presentations of technical designs, and progress in implementing key technical milestones in the project; and
• The Expert will supervise the implementation of the Nano-degree training in Palestine.
• Work closely with implementing partners for quality delivery of the start-up support programme.
• Contribute to programme development to expand SPARK’s portfolio in Palestine as requested.
• Identify and engage with relevant stakeholders to support SPARK’s work in Palestine, particularly in regards to innovation, digitalization and entrepreneurship support.
• Perform other duties in support of Project preparation and implementation as required by the Projects’ Leads.

Requirements and Skills 

• At least Bachelor in Information technology, Computer technology, Digital Innovation, Business development, Entrepreneurship or any relevant field;
• At least 5 years; experience in entrepreneurship and digital technologies and tools such as digital marketing, data science and analytics, cybersecurity, cloud computing ,product management, web development, AI, etc.
• Demonstrated ability to manage both internal and external partnerships on programs from concept-to-delivery
• Previous work experience with donor funded programs focusing on building trainings for freelancers and digital work.
• Well aware of the local, regional and global tech job requirements.
• Fluency in English.
• Excellent report writing and communication skills.
• Ability to work independently;
• Eligible to work in Palestine.
