THE ORGANIZATION
Handicap International is an international organization. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organization has set up programmes in approximately 60 countries and intervened in many emergency situations.
THE ACTION:
Through the project Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of oPt HI is aiming to that Persons with disabilities (PWDs) have equal access to local services and policy dialogue aiming at reducing poverty in marginalized areas of the oPt.
The project will respond to common inclusion challenges in the West Bank by focusing on three main strategies of intervention: technical support to managers, professionals and community workers providing services to PWDs; development of multi-stakeholder collaboration mechanisms; and support to referral networks in particular to socio-economic services. The project and overall strategy is structured in four interdependent main results
1-Multi-stakeholder working groups (MSWGs) of service providers, local authorities, DPOs/SHGs, Community-Based Organizations (CBO) and Community-Based Rehabilitation (CBR) actors jointly assess the situation of PWDs and plan for their inclusion at local level.
2-DPOs/SHGs have increased capacities to promote the inclusion of PWDs into mainstream socio-economic services and effectively contribute to multi-stakeholder planning processes at local level.
3-CBR programs have increased capacities to refer and facilitate the inclusion of PWDs into mainstream socio-economic services at the community level.
4-Key socio-economic services in the target areas have increased the inclusion of disability and PWDs in their work.
OBJECTIVES OF THE POSITION:
Under the responsibility of the Project Manager, the Disability mainstreaming officer will assist in the implementation, supervision, monitoring, communication, coordination, and evaluation to ensure quality implementation of the project " Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of West Bank implemented by Handicap International and 2 local partners and funded by MOFA Luxemburg and EU / NSA.
The Disability Mainstream officer will support activities of the Disability networking and Movement in the WB.
RESPONSIBILITIES:
1-SPECIFICALLY LEAD THE FOLLOWING ACTIVITIES WITHIN THE PROJECT/MAINSTREAMING OF DISABILITY:
-Assist the PM in providing support to partners teams to ensure project services provision as planned.
-Support PwD and DPOs to design an awareness campaigns and/or organize initiatives with relevant authorities on the rights of PWDs regarding access to services.
-Follow up the Implementation of the Project components focused on mainstreaming of disability
-Participate in the continuous spread of HI technical resources on rights of PWDs, empowerment of PWDs among stakeholders partners.
-Support the project technical team to ensure partners teams are considering the project services criteria.
-Follow up partners monthly progress in line with the project action plan,
-Ensure partners teams are using the project assessment tools timely and adequately as frequent as planned
-Provide support to partners teams supervisors to ensure organized users manual and computerized filling system at the partners location.
-Report to the PM on partners monthly progress using the different project monitoring tools (statistical and narrative reports, data base, partners monthly expenses follow up sheet).
-Follow up and facilitate for on the job training days implementation by local consultants to partners teams on bi-monthly basis.
-Support PM in organizing HI follow up and coordination field visits to partners and activities.
-Provide support to the PM and technical team in organizing the quarterly steering committee meetings.
-Support PwD and DPOs to design an awareness campaigns and/or organize initiatives with relevant authorities on the rights of PWDs regarding access to rehabilitation services.
2-DISSEMINATION OF INFORMATION ON DISABILITY SERVICE PROVIDERS:
-Assist in Collect and update information about specific services for PWDs
-Responsible of publication of information on services provided for PwDs in the form of brochures
-Disseminate brochures and posters through service providers, primary health care centres, clinics, hospitalsetc.
3-REPROTINGS:
-Submit monthly project progress report to PM.
-Update project P&M tool in quarterly basis and share with PM
-Ensure partners are submitting project progress monthly reports.
-Ensure project activities plans and reports are prepared by project technical team, submitted to PM, and properly filed.
4-FINANCIAL FOLLOW UP AND LOGISTICS SUPPORT:
-Coordinate with HI Admin/finance / log team to ensure project activities support needs are provided.
-Support the project technical team in preparing and validating the purchase and delivery cycle documents PSR, quotations, summary bid analysis, ToRs, log preparations etc.
-Prepare commitment authorization for the project and partners expenses according to the budget tasks codification system and get it signed by PM.
-Participate to the bi-weekly coordination meetings.
-Support the PM in preparing the project monthly budget forecast.
Others:
-Support project team in the coordination of field visits, follow up visits, meetings and other relevant activities with partners and stakeholders.
-Ensure good relationship with partners in collaboration and support of the project team.
-Ensure internal coordination within HI project team, support team and other project/s teams.
-Support the PM in conducting needs assessment, project plans and development for the access to service department.
-Monitor and maintain progress on project activities.
-Disseminate information on disability sub-cluster to all disability stakeholders in West Bank where needed.
-Attend the meetings of other clusters to actively promote disability and represent HI when the Project Manager is unavailable.
-Report any useful information to the line manager and the disability stakeholders.
-Translation Arabic/English of minutes and other relevant documents.
-Updating the mailing and contacts list with new actors.
-Research information for the Disability sub-Cluster Bulletin when applicable in the WB.
-Prepare the weekly achievement and work plan and submit it to PM.
-Updated the project Manager on regular basis.
-Provide comprehensive reports and documentation to the Project Manager on regular basis.
-Arrange and coordinate and make sure that all the action points taken during the meetings are done.
-Prepare the meeting minutes.
-Perform any other tasks that the Project Manager & HOM may ask which is related to the project or to professional expertise.
EDUCATION AND EXPERIENCE
-At least 5 years professional experience in working in the disability field, of which preferable 2 years working with an International Organization.
-Bachelor Degree in Human rights , Business Administration/ Management or related field, preferable Master Degree in Management.
-Knowledge of project cycle management, especially logical frameworks
-Experience in designing and implementing training
-Experience in provision of training on Disability advocacy and mainstreaming
