PROJECT BACKGROUND 

USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Job Requirements

Position Purpose 

The DRM and Resilience Specialist will oversee disaster risk management activities aimed at enhancing the capacities of LGUs to improve preparedness and mitigate risks faced by local communities during future conflict escalations. This role involves reviewing secondary data, assessing the needs of local populations during crises, and collaborating with emergency preparedness and response stakeholders to improve emergency plans. The Specialist will strengthen local governance structures, support communication with emergency actors, and advocate for the rights of constituencies. Additionally, the Specialist will support community development and resilience activities. 

Key Duties & Responsibilities 

  • Support the development of community development and resilience strategies in line with best practices. 
  • Participate in the selection process of targeted LGUs and assist in conducting assessments to identify gaps in organizational capacities, developing tailored development plans. 
  • Conduct regular field visits to monitor the implementation and progress of program activities. 
  • Coordinate with Monitoring, Evaluation, and Learning (MEL) staff to ensure quality M&E systems for DRM and resilience. 
  • Regularly update municipal emergency preparedness and response plans. 
  • Plan, support, coordinate, and review capacity-building activities targeting emergency volunteers, including delivering training packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc.). 
  • Provide technical expertise to project and partner teams in inclusive disaster risk management, including coaching, mentoring, guidance, and consultation services on tools and fieldwork. 
  • Collaborate with the Service Delivery and Municipal Operations Team Leader to ensure DRM activities are cohesive, mutually supportive, and fully integrated with ALG outcomes. 
  • Offer technical assistance and guidance to achieve ALG targets. 
  • Coordinate with the Grants/Subcontracts team to design and deliver grants/subcontracts supporting DRM activities. 
  • Attend and coordinate meetings with relevant stakeholders to support DRM activities. 
  • Any other duties assigned. 
     

Qualifications 

  • Bachelor’s degree in international development, engineering, or related field, or equivalent work experience; advanced degree preferred.  
  • 8 years of relevant working experience in Disaster Risk Reduction (DRR)/DRM thematic areas on international donor-supported programs of similar scope/complexity, in WB&G or MENA required.   
  • Good training on needs’ assessment skills, coupled with an appropriate understanding of related processes and hands-on experience with training design, delivery, and follow-up. 
  • Proven track record in implementing community engagement strategies that foster resilience and emergency preparedness and response readiness and deliver measurable outcomes. 
  • Highly desired experience in developing monitoring and evaluation systems for resilience and community development programs. 
  • Fluency in English and Arabic required. 

Reporting

The DRM and Resilience Specialist will report to the Service and Municipal Operations Team Leader.
