Save the Children is seeking qualified candidate to fulfill the following vacancy in its Ramallah Office:
              

Disaster Risk Reduction (DRR) TA - Humanitarian Response Manager –

Position#: (DRR/WB/2014)

Main Responsibilities:

Provides technical advice in the area of DRR and Humanitarian Response to ensure project quality including monitoring, reporting, evaluation, accountability and learning to new and on-going projects
Supports the management of the DRR and Humanitarian Response when required, working to build staff capacity over time
Improves DRR and Humanitarian Response technical knowledge and capacity in the Country Office, with special emphasis on capacity building for resilience
Raises Save the Children’s profile in Palestine, and in the region regarding DRR and Humanitarian Response
Supports documentation and mapping of Save the Children (oPt) DRR and Humanitarian Response activities for advocacy and funding opportunities
Contributes to the development, review, and initial implementation of projects (i.e., finalizing work plans with staff)
Works with and actively supports staff with the monitoring (activities) and financial budgets (expenditures), including reports and documentation;  ensuring Donor, Member, and SCI compliance
Contributes and participates in relevant SCI regional and global DRR and Humanitarian Response technical working groups; participates in regional and global meetings as appropriate
Participates and is available as a member of the Global and Regional Roster to be deployed in the region is needed (i.e., 6 weeks/year)
Ensures that concept notes and funding proposals align closely with response strategies, sector programme plans, Master budgets and Monitoring & Evaluations frameworks.
As delegated, act as focal point for all queries and information requests from Save the Children International, Save the Children Members and donors.
Strategically engage consultants, if needed and approved by the CD – for high value opportunities (i.e., DFATD, BMZ, EC USAID, ECHO, DFID) to develop and submit highest quality of winning proposals. Demonstrates leadership in the office and compliance with Save the Children policies and practices with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Ensures that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Qualifications and Experience:
Significant DRR/CCA experience of working internationally in humanitarian programs – 3 to 5 years of management development and emergency programs is highly desirable
Education: Master’s level in a relevant subject or equivalent field experience
Experience in DRR frameworks and approaches
Experience of leading the preparation of successful (narrative and budget) proposals and reports for donors, (DFATD BMZ, ECHO, DFID, JPF and OFDA, etc.)
Previous emergency response experience
Previous experience of project management and project cycle management, including project design, implementation and evaluation
Good understanding of donor compliance and reporting mechanisms and requirements
Good understanding of monitoring and evaluation mechanisms.
Ability to work well under pressure and work to deadlines
Experience of representation and ability to represent SC effectively in external forums.
Experience of and commitment to working through systems of community participation and accountability
Excellent communication skills
Politically and culturally sensitive with qualities of patience, tact and diplomacy
Excellent written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of Save the Children.
Language skills in Arabic
Experience or understanding of working in the oPt or the Middle East
Experience working for Save the Children and working across organisational structures
