Save the Children is seeking qualified candidate to fulfill the following vacancy in its Ramallah Office:
Disaster Risk Reduction Officer, Position #: (DRRO/WB/2015)
The oPt is characterized as an ongoing, chronic conflict situation with severe protection risks in a highly dynamic and sensitive context. The oPt experiences cycles of increased violence and periodic natural disasters, and the post holder will support the implementation of integrated DRR projects in the oPt. These projects include emergency response, livelihoods, protection, health and Disaster Risk Reduction (DRR) components that work together in an integrated manner.
The DRR Officer will be supporting monitoring to ensure the quality and effectiveness of program implementation through the effective support to the partner in accordance with grant proposals and guidelines as well as SC values and principles. The Officer will also support the practical arrangements for workshops, trainings, seminars, and awareness campaigns involving children, youth and adults and support needs assessments and evaluations for the projects.
The DRR officer will furthermore work closely with the DRR Project Manager and support departments ensuring that monitoring plans are carried out, required project resources are mobilized and utilized, data from SC and its partners is generated and reported in a timely fashion, and that quality is maintained as scales up in the field.
The DRR officer will be based in the Save the Children’s Ramallah office with field visits within the project’s locations as deemed necessary.
Main Resposibilities:
-Assist monitoring project implementation against the established indicators detailed in the projects Logical Framework.
-Assist DRR Project Manager in managing the day-to-day operations of the project, including the keeping of financial and other records to facilitate audits of the project.
-Assist to ensure the timely submission of project reports.
-Support the conduction of field visits as required verifying project activities relative to stated targets in Logical Framework.
-Assist adequate Monitoring, Accountability (to beneficiaries, partners and donors), Evaluation and Learning.
-Participate and contribute to the organization of training and awareness sessions.
-Assist in the preparation for any field visits requested for visitors.
-Assist the DRR Project Manager in the development of new projects, strategic documents and new materials.
-Assist the DRR Project Manager in organising trainings/workshops and developing trainings material in relation to humanitarian and DRR.
-Assist the DRR Project Manager in preparing monitoring reports (technical and financial) for submission to donors according to timelines agreed upon and procedures.
-Facilitate that reports of activities and materials to be delivered are sent on time, as required by specific dates and deadlines, communicating them in advance to the staff in charge.
-Support the adequate filing for the entire project documentation.
-Provide support and input into related advocacy work
-Provide support to the development of communication and visibility materials
-Provide support to related DRR and EPP development for the Country Office as well as partners
-Ready to work to respond to any natural disaster or emergency situation anywhere in oPt.
QUALIFICATIONS AND EXPERIENCE:
-Relevant university degree in social sciences, disaster management, human rights, or international development, or a closely related field.
-3 years of relevant experience in project implementation, DRR, humanitarian work, emergency response and preparedness, international relations or a closely related field.
-Demonstrated skills working with project implementation and results monitoring.
-Strong project narrative and financial reporting skills.
-Finance/budget management experience.
-Experience and ability to work with a wide range of people: children, youth, and adults.
-Strong communication and interpersonal skills.
-Ability to manage a complex and diverse workload and to work to tight deadlines.
-Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
-Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
-A full appreciation of the value of co-operation, both internationally and within a team environment.
-Knowledge of local organizations in Palestine and capacity to develop strong coordination relationships
-Excellent communication skills (verbal and written) in English and Arabic.
-Understanding of Save the Children’s vision and mission and a commitment to its objectives.
-Computer literacy in Microsoft Office software including Word and Excel as well as email/internet.
-Valid driving license.
-Prior experience working with Disaster Risk Reduction and Climate Change Adaptation.
-Prior emergency response experience and/or experience of emergency preparedness work.
-Experience and understanding of rights-based programming and approaches to development.
-Experience with communications and advocacy work a plus.
