Save the Children is seeking qualified candidate to fulfill the following vacancy in its Ramallah Office:
Disaster Risk Reduction Project Manager –
Position Ref.#: (DRRManager/WB/2014)
Main Responsibilities:
Lead the implementation of assigned multi-sectoral DRR projects.
Support the Senior Program Managers and Director of Programme Operations in mainstreaming of DRR projects/activities across SCI’s program portfolio.
Liaise with and coordinating the activities and approaches of all partners around DRR.
Lead effective financial planning and management of DRR grant activities.
Prepare, or ensure preparation of, timely project and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
Work with the Monitoring & Evaluation team, ensure project M & E plans are in place, ensuring this links to reporting requirements, and ensure technical field staff have the capacity to carry out the work.
Work with the staff, put in place accountability activities for the project, ensuring that feedback from all relevant stakeholders is considered in project design.
Lead the development of DRR awareness raising material in coordination with relevant PDQ staff
Support the development of DRR projects (including projects that have DRR activities) in coordination with other programme and PDQ staff.
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct and locally applied standards.
Identify learning and training opportunities for Save the Children staff and partners, especially in regards to DRR.
Work together with relevant PDQ staff to ensure DRR is mainstreamed in other projects and with partners.
Work in collaboration with national and possibly regional Save the Children focal points for DRR.
Document lessons learned from the projects, for wider dissemination.
In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
In collaboration with the Advocacy Manager, PDQ team and Programme Operations Team, feed in learning, experiences and evidence to relevant global advocacy objectives.
Work with the Communications and Advocacy Managers, to identify opportunities and material to contribute to communications and media work.
Manage an inter-departmental team of 4 - 6, depending on budget.
Responsible for close coordination with senior managers and Directors.
Support the capacity building of staff and partners on DRR, EPP, community-based DRR approaches and methodologies in coordination with relevant PDQ staff.
Deliver high quality results in line with the terms of reference, in a way which maintains the reputation of Save the Children.
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Qualifications and Experience:
Education to Masters level in a relevant subject, or equivalent field experience.
Minimum three years’ experience in project management and programme/project coordination, implementing programmes within donor constraints, on time and within budget.
Strong budget and grant management experience, preferably managing multiple funding sources across a multi-sector programme.
Strong experience of working in collaboration with local implementing partners.
Experience of and commitment to working through systems of community participation and accountability.
Demonstrated monitoring and evaluation skills.
Ability to write clear assessment and project reports.
Excellent communication skills.
Excellent interpersonal skills.
Fluent in written and spoken English and Arabic.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Demonstrated experience in EPP, DRR, DRR mainstreaming approaches, and Community DRR programming including risk assessments.
Experience in Child-Centred DRR is desirable.
Previous first phase emergency response experience is a plus.
