ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Distribution Officer for its humanitarian operations in Gaza.

III-Position Profile

  1. Distribution Planning:
    • Identify potential beneficiaries and ensure this is done strictly in line with the targeting criteria;
    • Register selected beneficiaries and prepare the beneficiary database and the beneficiary list;
    • Mobilize beneficiaries and conduct meetings and information campaigns with community leaders, local authorities and other related stakeholders and inform them about the distribution plans and details;
    • Assist the Project Manager and Distribution Supervisor in mapping out the distribution site layout;
    • Assist the Distribution Supervisor to raise order forms for all necessary distribution materials and equipment (e.g., caution tape, high-visibility/reflector vests, empty sacks (for scooping), scooping tins, etc.) in a timely manner;
    • Set-up the distribution site according to ACTED standards;
  1. Distribution
    • Manage crowds at the distribution site;
    • Verify eligiblility of beneficiaries strictly following the verification process and methodology;
    • Clearly explain any delays in the distribution pipeline to waiting beneficiaries;
    • Direct beneficiaries to the Help Desk, if necessary
    • Distribute commodities to eligible beneficiaries;
    • Monitor the beneficiaries to ensure they collect the commodities assigned to them;
    • Rove between beneficiaries to identify potential conflicts and mitigate them via clear communication of entitlements;
    • Handle the beneficiary list end ensure it is properly filled in and that each beneficiary signs for commodities received;
    • Inform the Distribution Supervisor promptly of any challenges, problems and bottlenecks during the distributions;
  1. Post Distribution
    • Together with logistics, reconcile all stocks distributed, collect any excess stock to be returned to the warehouse, and ensures there is no loss;
    • Collect all relevant documentation listed in the Distribution Technical Guidance and needed for reporting after distributions (i.e. beneficiary lists, waybills, stock exit forms)
    • File all distribution related documents such as distribution reports, waybills, stock receipt/exit forms both in the FLAT folder as well as the project folder;
    • Support with data entry after distributions as required;
    • Support with data analysis and reporting when called upon;
    • Submit accurate and detailed reports to the Distribution Supervisor on distributions and assistance provided to beneficiaries during distributions;
  1. Other
    • Proactively provide suggestions about the improvement of distribution processes and procedures;
    • Any other task as assigned by the Distribution Supervisor;

Job Requirements

IV- Qualifications and Skills:

  • University degree in any relevant field
  • At least 3 years of field experience in shelter and distribution activities.
  • Previous work experience with NGOs / INGOs
  • Ability to work in a team and under pressure
  • Ability to handle multiple assignments & meet deadlines with willingness to travel to the field independently
  • Good oral communication and writing skills
  • Good in written & spoken English/ Arabic with technical report writing
  • Professional attitude, good social skills, and ability to work in a team.
  • Accurate, reliable, open-minded, and a positive attitude.
  • Willingness to improve skills and knowledge
