DISTRICT ENGINEER

COOPI – Cooperazione Internazionale - is an international Non-Governmental Organization operating in OpT since 2002. For the implementation of the humanitarian aid project funded by the European Union, COOPI is looking for professionals with relevant Engineering background based in Gaza Strip for the position:

The District Engineer (National) shall work under the direct supervision of the international Project staff. The position is a short-term assignment with immediate starting date. The person will have a relevant Engineering background.

Responsibilities:
-Coordinate with the Technical Supervisor and the Gaza Coordinator to ensure a cohesive program approach. Work closely and harmoniously with other staff members.
-Supervise daily the site activities to ensure adequate quality and progress feedback to supervisors on the rehabilitation/construction sites.
-Provide solutions and proactive support to the implementation of the activities;
-Support the Organization in any assessment and the evaluation phases of the programme.
-Ensure supervision of workers during the rehabilitation/construction phases and appropriate training activities to the workers. Ensure technical advice to the workers.
-Prepare technical reports and relevant documentation (bill of quantity, spot estimations, technical drawings, work plan) linked to the project outcomes and objectives to be submitted to supervisors.
-Work closely with field officers and administration in reviewing and producing relevant documentation requested. Supervise and cross check the delivery of material, tools and supplies in adherence to the purchase orders and production of accurate administrative documentation.
-Support the international staff in all the activities, sharing information, and assist in new proposals formulation, if necessary.
-Motivate and facilitate the local actors and communities involved towards the project implementation needs.
-Make regular reports to the Engineer supervisor on the works in progress and at final stage (material delivered, photo reports, daily/weekly/final reports)

Requirements
-University Degree in Civil Engineering or relevant fields
-Minimum of 3 years field working experience in similar positions and/or in similar sectors; previous experience with  an international humanitarian NGO is an advantage; strong analytical skills are an assets;
-Strong supervisory skills and abilities, ability to give general direction to staff, prioritize, and handle multiple tasks under tight deadlines;
-Demonstrated capacity of teamwork and of coordination with the relevant actors
-Excellent inter-personal and writing communication skills;
-Fluency in written and spoken English;
-High knowledge of computer language;
-Driving license
