Postion Title:Design, Monitoring & Evaluation Officer
Postion Type:Regular Employment -full Time
Location:Gaza Office
Duration:One Year with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
The Design, Monitoring, Evaluation (DM&E) Officer will assist in the implementation and continuing improvement of monitoring and evaluation plans for a range of programs funded by a diverse set of donors. He/she will help to establish required M&E plans and systems, to develop tools for both monitoring and evaluation tools (in collaboration with programs), and to facilitate the collection and analysis of relevant data in order for the team to measure program progress and impact and help provide information to stakeholders for decision-making.
Main Responsibilities:
1-Lead efforts and collaborate closely with colleagues and managers in developing and establishing Monitoring and Evaluation plan and systems
2-Participate in the development and adoption of, and training for, data management systems and reporting
3-Work with Senior M&E Manager and program teams to develop appropriate data collection tools for the M&E system
4-Ensure adequate documentation of all M&E related tasks
5-Lead project teams and other report writers in the regular analysis and review of data, and help ensure high-quality reporting for regular, interim and final reports for all programs
6-Ensure the M&E system and appropriate tools continue to be appropriate and fully functioning throughout the project’s duration and adjusted when required by changing program needs.
7-Build the capacity of all relevant team members to develop and maintain an excellent M&E system and enable them to develop excellent reports and other documents.
8-Participate in Mercy Corps’ online community for practitioners in the field and at HQ.
9-Regularly report on project implementation/ progress to the Senior M&E Manager.
10-Liaises and coordinates with other Mercy Corps M&E staff and program teams
11-Perform work beyond normal office hours as required, without additional compensation.
12-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
13-Coordinate with and seek technical guidance from Senior M&E Manager
14-Any other duties as required by direct supervisor.

ACCOUNTABILITY
REPORTS DIRECTLY TO: DM&E Manager
WORKS DIRECTLY WITH: Program teams, HR, Admin, Finance and Procurement staff
KNOWLEDGE AND EXPERIENCE:
1-University degree in relevant field.
2-At least three years of relevant work experience in M&E, including responsibility for design and implementation of M&E systems
3-Practical and theoretical knowledge in program monitoring and data collection methods.
4-At least one year experience in managing and contributing to the development of data management systems that meet management needs (databases, spreadsheets, or other systems)
5-Basic to intermediate skills in quantitative and qualitative data analysis required
6-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
7-Very Good writing skills in English and Arabic.
8-Proficiency in MS Office. Advanced kills in statistics and SPSS preferred.
