Postion Title:Design, Monitoring & Evaluation Officer
Postion Type:Regular Employment -full Time
Location:Gaza Office
Duration:One Year with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
The Design, Monitoring, Evaluation (DM&E) Officer will assist in the implementation and continuing improvement of monitoring and evaluation plans for a range of programs funded by a diverse set of donors. He/she will help to establish required M&E plans and systems, to develop tools for both monitoring and evaluation tools (in collaboration with programs), and to facilitate the collection and analysis of relevant data in order for the team to measure program progress and impact and help provide information to stakeholders for decision-making. S/he will act as deputy in the absence of DME Director.
General Monitoring functions:
1-In coordination with DM&E Director, Database Officer and Program Managers and Staff, contribute in the design and establishment of progress monitoring and reporting systems
2-Following the Performance Monitoring and Evaluation Plans (PMP), lead and contribute in the development of tools for data collection , data compilation tools and questionnaire as relevant according to the nature of indicators.
3-Continuously monitor the quality of data collection in the field, the flow of data from field to respective DM&E Coordinators and Assistants for entry into database
4-Ensure that the raw data collection forms and formats adopted by the Program field staff follows and incorporates all the required information for entry into database according to the USAID requirements (Refer to Activity Implementation Procedure and beneficiary counting system of USAID) and the forms and formats developed for the purpose of databases.
5-Conduct field visits regularly and in coordination with program and monitoring staff , help prepare success stories , case studies and qualitative findings of the progress of the program from the field
6-Closely follow the PMP Indicator Progress Tracking Sheets and in coordination with M&E Director, M&E staff and program, contribute in the development of monthly and quarterly reports on PMP Indicators for submission to USAID and GEO-MIS
Partners’ Monitoring:
1-Take responsibilities for the monitoring and report tracking of particularly sub-grant programs implemented by various partners funded by PCAP in guidance from DME Director.
2-Train and orient Partners’ monitoring and program staff to keep appropriate forms and format of monitoring and record keeping system of progress (either database or excel sheets) in accordance with the reporting requirement of Donors and Management
3-Ensure that all partners are oriented on the monthly and quarterly reporting procedures and submit their reports on monthly basis on the scheduled time
4-Participate in the M&E Coordination meetings held with monitoring staff of Mercy Corps and Partners and lead such meetings during the absence of DM&E Director
GIS-MIS reporting and oversight:
1-Be familiar with the GISI-MIS on-line database of USAID and it’s procedure for progress reporting
2-Contribute and during the absence of DM&E Coordinator take lead to report indicator progress data in the USAID GIS-MIS on monthly basis
3-Assist database officer the in the identification of exact locations of the program in the field and collect GPS data.
4-Assist M&E director to collect all relevant data/reports/and any other materials in order to report in the GIS-MIS
Program Evaluations and Survey:
1-In coordination with DM&E director and program staff, develop time line baseline, midline and end line survey events of concerned programs for the impact level indicators in the PMP
2-Contribute in the development of sample frames, survey questionnaires and field implementation training and methodologies
3-Supervise field implementation of data collection in coordination with program staff and monitoring personnel
4-Assist DME Director and Program staff in the analysis of survey data and prepare reports
5-Contribute in the mid-term and final evaluations of the program.
Other
1-Contribute in the capacity building development efforts of M&E staff
2-Ensure adequate documentation of all M&E related tasks
3-Further work on the continuous improvements of monitoring and evaluation tools
4-Participate in Mercy Corps’ online community for practitioners in the field and at HQ.
5-Perform work beyond normal office hours as required, without additional compensation.
6-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
7-Any other duties as required by direct supervisor.

WORKS DIRECTLY WITH: Program teams, HR, Admin, Finance and Procurement staff
KNOWLEDGE AND EXPERIENCE:
1-University degree in business administration, Economic development, business development, or any related field.
2-At least 3- years’ proven experience monitoring and evaluation experience at INGO or internationally funded projects at senior level position with managerial role
3-Monitoring and Evaluation experiences in the field of social and economic recovery programs such as Education, Cash for Works , Livelihoods, Psychosocial and relevant will be highly desired.
4-Understanding of the social, political, and economic context of the Palestinian territories, especially in the Gaza Strip.
5-Excellent writing skills in English and Arabic.
6-High proficiency in computer, internet, and MS office literacy.
