Job Description
CHF International is a non-profit international development organization acting as a catalyst for
long-lasting positive change in low and moderate income communities around the world, helping
them to improve their social, economic, and environmental conditions. With funding provided by
the United States Agency for International Development (USAID), CHF International in the West
Bank and Gaza is implementing a number of programs targeting local community development,
institutionalizing good local governance practices, and building the capacity of a number of
Local Government Units (LGUs) to govern more effectively and responsively meet citizens’
needs by improving the efficiency of their service delivery mechanisms. As such, CHF is
seeking to recruit a number of highly organized, dynamic, motivated and qualified individuals to
assume the following positions:
E-Municipality Specialist 
Location: Ramallah/Al-Bireh

Responsibilities:
This position will be responsible for Assisting the Deputy Program Director- Governance in coordinating relevant program interventions with Local Government Units in the West Bank and all relevant local, regional and national stakeholders including the MoLG, and other line ministries for the implementation of relevant program’s activities;
lead the development of the E-municipality concept under the LGI program during the inception phase, and following up its implementation and related activities during the pilot phase in 5-6 LGUs in the WB; Research, meet and coordinate with relevant parties/individuals to ensure the development and operationalizing of the E-Municipality intervention is studied and analyzed thoroughly, She/he will be also responsible for leading the IT infrastructure and MIS assessment for partner LGUs - in full coordination with the Institutional Development Team Leader and Officers-and development of IT blue prints for automating service delivery and systems integration as per identified requirements and relevant objectives set under relevant program activities; Provide all required training for the LGI team on developed tools for conducting IT need assessments in small LGUs;
Responsible for conducting required automation needs assessment- in coordination with Institutional Development Officers and OSS Engineers - and following up the implementation of outsourced systems development and deployment in large LGUs (objective 3 LGUs), mainly in relation to the development of unified Citizen Service Centers; Responsible for providing required needed technical backstopping for partner LGUs in response to requirements from IT equipments and system suppliers and automation requirements; Responsible for assisting team leaders in developing detailed local implementation plans, and contribute to the preparation of all required technical terms of reference for outsourcing IT equipment and related systems, as needed, for review by Deputy Program Director- Governance; Oversee the daily implementation of all related service delivery automation activities, including the direct supervision of the work of relevant
service providers, and provide on periodic basis, progress reports to the Deputy Program Director- Governance for review and approval; Assume the responsibility of gathering and consolidating all quantitative and qualitative data relevant to reporting on progress and impact of all participatory governance initiatives and related technical assistance activities.

Key qualifications:
-A bachelor degree in Computer Science/ MIS or related field. A post-graduate degree is preferable.
-At least 5 years of experience working in similar projects, with strong IT background.
-Excellent experience in implementing and monitoring projects.
-Excellent report writing skills in English and Arabic.
-Willingness and ability to travel extensively throughout the WB.
-Ability to work under stressful, multitasked work environment and ability to meet deadlines is a must.
-Excellent Computer background in web based application development. Excellent skills in core Microsoft Office Programs (Word, Excel, Access etc.., is a must).
