JOB TITLE: EAPPI Field Officer

DUTY STATION: EAPPI Jerusalem Office
REPORTS TO: Local Programme Coordinator
Specific responsibilities:
1-Source of information:
a-Monitor the situation on the ground in the oPt and keep up to date with the general socio-political situation.
b-Report significant developments, especially relating to the security of the EAs, to Local Programme Coordinator (LPC), colleagues and others (Local Reference Group, National Coordinators, Geneva office) as appropriate.
c-Provide guidance to the Communications Officer and Advocacy Officer on live issues in the field that they might highlight or address.
2-Focal Point for local contacts (networking)
a-Maintain a close relation with well-established local contacts.
b-Consult the local contacts on security matters.
c-Consult with local contacts on developments on the ground, which require EAPPI intervention.
3-Coordination with Partner Organizations:
a-Liaise with members of the different working groups or other partner organizations on joint activities.
b-Act as the focal point for the organizations providing protective presence in the oPt as necessary (e.g. the 2012 Olive Harvest Season).
c-Respond and follow up on requests made by partner organizations for the need for protective presence.
4-Structure and supervise EAs work:
a-Keep in touch with EAs via telephone, e-mails, meetings and field visits to answer their questions and supervise their field work.
b-Define a list of priorities for each placement, update this list regularly, explain it to the EAs during team meetings and placement visits and make sure that the EAs are working in accordance to the priorities.

c. In response to developments on the ground, design and define new tasks for the different teams and follow up on the implementation of these tasks by the concerned EAPPI teams.
d-Assess the security threats on EAs during their field work and advise them accordingly.
e-Advise EAs on cultural issues and on their daily interactions with the local communities.
f-Support EAs with useful documents and templates and translate specific documents
from Arabic to English and vice versa.
g-Read and comment on reports and logs prepared by the EAs and give them feedback to guarantee a sustainable level of quality work in the field
5-Organise the EAs training events:
a-Develop and manage the ten day orientation of the EAs on their arrival in country.
This includes training, visit to the placement, hand-over with previous placement team and so on. Specifically the Field Officer is responsible for
i-Designing the timetable
ii-Identifying which topics are to be covered by the training
iii-Identifying which staff member will deliver which session
iv-Delivering sessions relevant to role
v-Identifying logistical needs and informing the Administrative Assistant who is
responsible then for undertaking them.
b-Coordinate training for EAs delivered by partners during orientation programme and at other times.
6-Organise the Logistical support:
a-Maintain the good condition of the apartments rented by the program and get in touch with the landlord in case of any technical problem.
b-Visit the placements and check the conditions for the EAs at least once a term.
c-Manage and follow to its completion any maintenance work on the properties when the responsibility falls to the EAPPI programme. When the responsibility is with the landlord, follow-up until the task is completed.
d-Ensure the houses are equipped with the necessary, functioning commodities.
e-Maintain good relationships with the landlords.
f-Follow-up on matters relating to the contracts as requested by the LPC.
7-Management and other office responsibilities
a-Manage the two field assistants (6 month contracts finish Oct 2013).
b-Manage Assistant Field Officer (contract finishes Aug 2013).
c-Acting LPC during LPCs absence.
d-Participate in EAPPI Jerusalem Office team meetings and other communal
discussions and actions as required and as appropriate.
e-Contribute to the strategic development of the EAPPI programme as required.
f-Support and participate as necessary in internal and external evaluations.
g-Responsible for emergency phone cover out of office hours on rotation with other colleagues.
Qualifications and Special Requirements:
1-University Degree in relevant field
2-Knowledge of the political context in which EAPPI works
3-Good analytical skills
4-Proactive and self-motivated
5-Sensitivity to the local culture
6-Ability to work in a multi-cultural environment
7-Fluent command of spoken and written English and Arabic with some knowledge
of Hebrew a plus
8-Knowledge of and familiarity with the church bodies in the Holy Land
9-Ability to work under pressure with some irregular hours
10-Five years of field experience in the West Bank
11-Ability to travel to all areas of the West Bank
12-Possession of a valid driving licence and a car
