THE JOB

Under the supervision of the Project Manager and in close collaboration with the Early Child Development (ECD) Technical officer (Level 2) accompany project’s staff, partners and relevant actors and stakeholders in the implementation of the project and contributes to the project’s MEAL.

RESPONSIBILITIES:

Responsibility 1: Contribute to the development of tools for the project implementation and to the capacity building of the project team and partners

Activities:

Participate to the selection and contextualization of the modalities of intervention in compliance with HI technical framework.

Contribute to the development and/or adaptation of methodologies and high complexity technical tools, including full training packages (training needs assessment tools, training manuals and materials, pre-post training tests), users guidelines, etc.

Develop or adapt technical assessment tools.

Organize and/or participate to the tool’s testing, whenever appropriate and adjust them according to the results of the testing.

Provide ad-hoc support to the team during tool’s use including field coaching.

Contribute to assessing HI project team and/or project partner capacity building needs, to define suitable training plan and training package

Train project’s partners and relevant actors and stakeholders on the methodologies and tools.

Produce training and coaching reports and coordinate feedback with the service providers for srenghtening continuous staff development.

Responsibility 2: Support the implementation of project activities.

Activities:

Provide ad-hoc support, coaching and follow up to the project’s partners, actors and stakeholders during the implementation of the following activities:

Contribute to the technical assessment of UNRWA PHC clinics and identify areas of support;

Support the provision of early child development materials and equipment for partners and UNRWA clinics

Train partner to develop personalized support plans for girls and boys with special needs through the support of individual and collective case management services

Follow up the provision of case management by partners and ensure the quality of intervention,

Support the provision of mobility, hearing, visual and educational assistive devices for girls and boys with special needs.

Support partners’ capacities to sustain the provision of quality early child development services for girls and boys with special needs

In cooperation with project partenrs and other team members, directly carry out the following activities:

Provision of community awareness sessions on positive and responsive parenting, stress management during the crisis, identification of specific children needs and information about the project.

Beneficiary identification, case management assessment of family’s vulnerability and provision of Case Management to targeted families

Training of targeted parents and partners on positive parenting, early detection, child protection actions

Lead the specific assessment of parents and children with specific needs to identify referral needs

Support the referral of identified parents and children with specific needs to specialized services (MHPSS, Protection, Rehabilitation, GBV, nutrition)

Train community partner staff and families on the importance of toys and early learning of children

Support to accessible and inclusive child friendly spaces/playground at community level

In cooperation with project partenrs and other team members, support the implemntation of the following activities:

Work with UNICEF team to enriching mother and child health handbook with disability specific information

Equipping of early intervention services with relevant children services material and equipment

Support the equip of breastfeeding spaces at UNRWA PHCs to ensure safety, privacy and encourage peer-to-peer support among mothers

Support partner in providing Young Parents (YP) with nutrition counselling, with focus on enhancing infant and young children feeding practices, and define personalized support plans.

In coordinate with the Nutrition WG (Health cluster), support partner in the provision of temporary CVA or in-kind assistance to YP to meet their children specific nutrition needs.

Support the identification and assessing the specific nutrition needs of target children and design response options in coordination with the Nutrition WG (Health cluster).

Responsibility 3: Contribute to project’s monitoring, lessons learning, good practices and reporting 

Activities:

Contribute to the development of data collection and monitoring tools in collaboration with the Regional Technical Unit (RTU), Technical Officer L2 and MEAL.

Collect data in relation to core tasks and contribute to the measurement of the progress made.

Support the Project Manager and TO L2 in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention

Develop case studies and success stories and contribute to development of fact sheets to illustrate changes induced by the project and for communication use

Contribute to planning and producing activity and donor reports

Contribute to the preparation and implementation of project quarterly review and steering committee meetings.

Participate to professional network at national level in the field of expertise of the project

Contribute to the development of good practices and lessons learning exercise, data collection and analysis and the production of dissemination document

Facilitate the field implementation of project’s evaluations, support technical missions and researches

Job Requirements

The successful candidate should at least have:

Bachelor Degree in nursing, paediatric rehabilitation, (physiotherapy, occupational therapy) social science and protection or any other related qualification, complimented by at least 3 years’ experience in the field of expertise

Minimum 3 years of working in the field of expertise

Experience working with Non-governmental organizations or UN agencies specialized in the sector (UNRWA, UNICEF)

Skills in developing training and providing coaching for capacity building

Ability to develop information material

Analytical skills

Ability to work with partners, civil society organizations or public authorities

strong knowledge in early child development and case managments

Knowledge of ECD referrals mechanisms
