Economic Advisor
Job Description
Chemonics International is currently seeking an economic advisor to the Minister of National Economy in support of the activities of USAID-funded Investment Climate Improvement Project in the West Bank.
Project Background:
The Investment Climate Improvement (ICI) Project promotes Palestinian economic development through greater integration into the global economy. Funded by the U.S. Agency for International Development (USAID), the project supports the efforts of the Palestinian Authority to improve the enabling environment for business, investment, and trade. Using WTO agreements as a model, the project assists the Ministry of National Economy to review laws,regulations, policies, and procedures to facilitate trade and private sector investment.
Job description:
The Economic Advisor to the Minister of National Economy will undertake the following tasks:
1-Provide advice to the Ministry of National Economy on economic policy issues.
2-Work with the Director of the Policy, Analysis and Statistics Directorate in managing the day-to-day operations of the Directorate.
3-Elaborate a proposal for the organization of the Directorate, the research agenda and
a human resources capacity development program. Assist in their implementation.
4-Prepare and conduct workshops, seminars and on-the-job training programs to build analytical capacity.
5-Develop instruments for quantitative impact assessment of economic policy options (i.e Social Accounting Matrix and General Equilibrium Model).
6-Work closely with the Palestinian Central Bureau of Statistics (PCBS) and other government agencies to compile required economic data to fill identified gaps.
7-Conduct research and elaborate reports on the items identified as priority in the work plan of the Directorate.
8-Conceptualize, manage and prepare economic reports and policy briefs for use by policy makers.
Qualifications:
1-PhD in Economics with a minimum experience of 7 years in economic policy research and formulation, ora Master's Degree with a minimum 15 years in economic policy research and formulation.
2-Demonstrable quantitative analysis skills with excellent proven track record.
3-Publications in reputed academic journals will be an asset.
4-In depth knowledge of the Palestinian economy.
5-Fluency in Arabic and English.
Duration/Location of Position:
The Economic Advisor will be based in Ramallah, West Bank for a period of one year. To
