The Private Sector Development Programme focuses on the competitiveness and resilience of the Palestinian
economy with a focus on MSMEs. The "Green Growth Palestine" component of PSDP, financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ), aims to bolster the Palestinian economy by promoting green practices and enhancing private sector competitiveness. It targets key sectors such as construction, stone and marble, leather and textile, and food processing, addressing challenges like environmental degradation and limited access to finance for green investments. The initiative aligns with Palestinian development agendas and climate change mitigation goals, emphasizing collaboration with other EU-funded programs and local stakeholders for maximum impact. By fostering sustainable growth and job creation, it contributes to broader objectives of poverty reduction and inclusive economic development in Palestine.


As a Green Economy Advisor, you will play a pivotal role in driving the transition towards a green economy in Palestine. Your primary responsibility will be to provide expert guidance and support to various stakeholders, including government agencies, private sector entities, and civil society organizations. A key objective will be to win SMEs to join our activities either directly or via intermediaries.

Tasks and Functions include but are not limited to:

  •  Capacity Building: Conceptualize, supervise, and facilitate capacity-building initiatives aimed at
    enhancing stakeholders' understanding and implementation of green economy principles and practices
    at the company level, coordinating with external experts and business membership organizations to
    organize training workshops, develop tailored training materials, and provide technical assistance,
    ensuring practical solutions are implemented effectively.
  • Procurement of Services and Contract Management: Responsible for technical input coordinate with
    the administrative team to draft comprehensive Terms of Reference (TORs) and tender documents for
    procurement processes, ensuring alignment with project objectives and adherence to procurement
    regulations. You are also responsible for managing and steering your contracts and suppliers in
    coordination with the project steering team and admin team.
  • Partnership Management: Foster partnerships with relevant stakeholders, including government
    agencies, international organizations, NGOs, and private sector entities. Collaborate on joint initiatives
    aimed at promoting green economy principles and practices. Develop partnerships with SMEs and
    implement measures to address hundreds of SMEs to join our activities.
  • Policy Advisory: Collaborate with government agencies to develop and advocate for policies that
    support the adoption of green economy practices. This includes conducting policy analysis, drafting
    policy briefs, and engaging in advocacy efforts as well as organizing high level events, public-private
    dialogues or other exchange formats.
  • Sectoral Analysis: Conduct in-depth analysis of key economic sectors to identify opportunities for
    integrating green practices. Assess the environmental impact of existing practices and propose
    strategies for transitioning to more sustainable alternatives.
  • Knowledge Management and Content Creation: Supervise content creators, manage, and contribute
    to our knowledge management system and support dissemination of knowledge about Green and
    Circular Economy.
  • Monitoring and Evaluation: Provide analytical and professional information and inputs to our M&E
    Team

Job Requirements

Required qualifications, competences and experience are considered an asset

  • Bachelor’s or master’s degree in environmental science, economics, sustainable development, or a
    related field.
  • At least 3 years of experience working in the field of sustainable development, with a fo
  • cus on green economy initiatives.
  • Strong understanding of environmental and economic principles, particularly as they relate to
    sustainable development.
  • Proven experience in policy analysis, advocacy, and stakeholder engagement.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse
    stakeholders.
  • Proficiency in English and Arabic
  • Demonstrated ability to work independently and as part of a team in a multicultural environment.
