Economist Manager

The Palestinian Energy Authority (PEA) and the Palestinian Energy and Environment Research
Center (PEC) are currently seeking a highly motivated Economist Manager for a full-time position at
PEC’s office in Ramallah to work on a project which aims at supporting energy efficiency in strategic
sectors commercial, industrial, electric distribution, construction, etc…) in Palestine. This project will provide support (e.g. technical, administrative and financial) to implement energy efficiency upgrades.
This project’s focus is to reduce energy usage in municipal, commercial, industrial, etc… through
comprehensive energy audits and the delivery and installation of energy efficiency measures. The project is supported by various donors including the French Development Agency (AFD) and FFEM, The French Global Facility (GEF). This is a senior-level position, reporting to the PEA project director.

The Economist Manager will be responsible to follow up the implementation of the project. Her/his responsibilities will be as follows:
-Feasibility studies of Energy Efficiency investments;
- Economic and financial analysis of energy efficient solutions
- Preparation of bankable projects
-Macro- economic analysis of energy efficiency implementation;
-Analysis of specific incentives and innovative financing schemes;
- Simulation of financial incentives
- Proposal of innovative financing schemes
-Communications, publications, database

Qualifications:
-A Masters’ degree in economics, business, finance, engineering, or other related field is required;
-At least 5 years experience of project economics, feasibility studies, financial management;
-Excellent understanding of the specific financial issues and challenges of the Palestinian economy;
-Good understanding of energy or industrial project management;
-Fluent in English, knowledge of languages other than English desirable, particularly French;
-Resourcefulness in solving problems;
-Excellent writing skills, with the ability to articulate messages clearly and concisely in an engaging style;
-Understanding of the region and its key social challenges;
-Experience of working internationally or in a cross-cultural environment;
-Strong computer skills, experience with word-processing, Internet and database software (Microsoft Office package);
-Excellent research, writing and meticulous editing skills, and the ability to communicate complex issues in a clear and engaging manner for a range of audiences;
-Ability to make decisions efficiently and to know when to consult;
-Willingness to be self-servicing, with a proven ability to work as part of a team as well as independently;
-Valid driving license is preferable.
