Education and Child Protection Technical Advisor - Position#: (EdCPTA/WB/2014)
Main Responsibilities:
Review of overall program portfolio, with a focus on Education and Child Protection
Make specific recommendations around where greater technical review and support is needed
Partnership development and capacity
Actively participate in the planning and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system to the education and CP sectors ensuring the inclusion of relevant indicators in line with SCI and global standards
Lead the development of terms of references for baseline and endline evaluations or special monitoring reports or surveys
Review that programs are in line with Palestinian and Save the Children best practices and guidance, provide advice on operational and implementation aspects of the program
Ensure linkages through the governance team with line Ministries and policy development
Support visibility and fundraising to promote the sector
Participate as necessary in team meetings for planning and program development
Provide general support as needed on the Save the Children overall strategic plan and operations (with development of education and child protection thematic strategies).
Conduct a competency review of the Save the Children and Partner team, developing a list of core competencies for partners and staff, and identify gaps
Develop and support the delivery of capacity development programs for Partners and staff
Lead or support the development of high quality proposals
Participate in or represent Save the Children in relevant national, regional, and international events (workshops, conferences, ... ), and in relevant surveys and studies
Qualifications and Experience:
University Master’s level degree or higher in Education, Social Sciences, Development studies or other relevant academic discipline;
Demonstrated knowledge and experience of the Education and Child Protection sectors
Relationship and knowledge of policy environment and key players/stakeholders within Palestine
Deep understanding of Educational and Child Protection technical approaches, methodologies and systems
Specific capacities around Monitoring and Evaluation
Competencies in Project Management and Partnerships
Experience in delivery of trainings to staff and partners
Capacity to conduct thematic and program-wide review (recommendations and specific entry points for cross thematic interventions)
Expertise in technical areas, knowledge of best practice nationally and globally, able to ensure technical interventions are in line with standard practice
Excellent English Communications skills (written and verbal)
Ability to work with diverse team (i.e., internal staff, external partners, government representatives, donors, etc.)
Good Arabic oral and written communication skills
Experience in working in Palestine
Experience working within a humanitarian context
