Job title: Education Field Coordinator
Project: “CO.RE. COmmunities REsilience. Strengthening the resilience of the Palestinian communities in the West Bank (Area C, H2, UNRWA refugee camps) at risk of forced transfer. (AID10910/GVC/AREAC/8)
Areas: Ramallah , Tubas, Hebron, Al Fawwar
Implementing organization: GVC in consortium with EducAid

Contract Duration: 8 months

Project Summary: The project “CO.RE. COmmunities REsilience. Strengthening the resilience of the Palestinian communities in the West Bank (Area C, H2, UNRWA refugee camps) at risk of forced transfer” intends to improve the level of resilience and preparedness of the most vulnerable groups of the West Bank, with a special focus on children in the areas of Hebron H2, Al Fawwar Refugee Camp and Tubas .

In order to reach this objective, the project will focus on improving the quality and the access to basic education services (both formal and non-formal) and hygiene-healthcare services for vulnerable groups of 2schools in Hebron H2, 4 schools in Al Fawwar Refugee Camp and 4 schools in Tubas Governorate; on strengthening the capacities of prevention and response to trauma of children and caregivers; on ameliorating the preparedness of schools in case of new humanitarian crisis.

Finally, the project will increase the awareness of the communities in Hebron H2, Al Fawwar Refugee Camp and Tubas about social inclusion, hygiene and environmental protection, with a mainstreaming approach on disability and gender.
Duties & Responsibilities (Job Description)
Working closely with all the Team involved in the project (Project Manager, Educators, Teachers, Local partner). Under the supervision of the Project Manager, the Education Field Coordinator will be responsible for coordination, planning and management of project activities, according to the schedule defined by the project.
In addition, s/he will support the Project Manager in all the administrative procedures, required by the Donor as well as the fulfillment of administrative procedures required by local authorities (Ministry of Interior, Ministry of Finance, other local authorities).

In particular, the local coordinator will:

- Plan, coordinate and monitor ongoing project activities in collaboration and under the supervision of the Project Manager;
- Coordinate, in collaboration with the Educational team, the educational activities in the UNRWA and MoEHE targeted schools;
- Support the PM in the organization of the training session addressed to the educators involved in the implementation of the educational activities;
- Support the PM in the organization of mission of Italian experts;
- Support the PM in mainstreaming project activities and results among donors and stakeholders
- Be the focal point and responsible for the implementation of MEAL procedure for the monitoring and evaluation of the project activities;
- Participate in networking and coordination activities (i.e. thematic clusters, etc) involving different stakeholders such as local authorities (Ministry of Education, community representatives, etc), school directors and teachers, civil society representatives;
- Be responsible in collaboration with the Project Manager of the financial management of project activities on the basis of the budget and the available donor funds;
- Manage procurement of goods, work and services essential to the project;
- Be responsible for accurate assigned project activities administration and to supervise preparation of accounting documents for intermediate and final financial reports required by donors in cooperation with EducAid administrative staff;
- Report continuously to the Project Manager on the status of implementation of the activities
- Translate and/or prepare the reports on project implementation to be presented to the donor/other partners, and the monthly project activity reports;
- Train the local staff according to the main guidelines of the Organization and under the supervision of the PM;
- Maintain a high level of collaboration and coordination with all EducAid staff and with the local partner;
- Monthly reports in English are required. Possibility of reporting in Arabic according to request of local authorities;
- In case of impossibility for the Project Manager and EducAid staff to be present in the country, ensure the implementation of project activities in strict collaboration with the Project Manager.
- Insure the follow up of the geo-political and security context and implement the security rules.

Requirements

Education/Experience

- A minimum of 3 years’ work experience in the field of inclusive education or psychosocial projects.
- Previous experience in the implementation of psychosocial activities for children (aged 3-12)
- Previous experience in budget administration and tender procedures would be an asset.
- A Bachelor’s Degree in Education or in development, social/political sciences.
- Good English writing skills and research ability
- Ability to work in a team and under pressure and against deadlines
- Knowledge of INGO procedures
- Strong knowledge of the education field in Palestine (main stakeholders, policies etc.)
- Knowledge and experience of inclusive education methodologies and approaches
- Perfect knowledge of Arabic
- A valid Driving license

PERSONAL SKILLS

- Negotiation, and communication skills combined with high degree of patience and cultural sensitivity.
- Familiar with participatory approach
- Familiar with the Inclusive Education in Emergency would be an asset
- Work organization skills
- Highly organized and able to work respecting deadlines
- Strong sense of responsibility
