Position Title: Education in Emergency Coordinator
Working Location: Gaza
Contract Type: Limited Contract
Mission of the position:
The Education in Emergency Coordinator has the leadership & management role for all educational heads in the programme location, and responsible to coordinate the activities for the Education In Emergency component within the current Humanitarian Appeal (HA) response plan.

Key performance areas and main responsibilities:
Leading the development and implementation of educational programmes
The Education in Emergency coordinator
· develops with the support of his/her team, the location’s education contribution to the National Strategic and HA Plans, in line with timeline and donor requirements including monitoring and reporting (both narrative progress reporting and financial reporting)
- Ensure children participate in project design, implementation and monitoring
- leads the development, implementation, reporting, review and monitoring of a programme location’s educational work plan for the project to meet the National Strategy and priorities.
- manages/controls the preparation, monitoring and reporting of education budgets in the programme location.
- supports the implementation of defined policies and guidelines in the location.
· Initiate and coordinate project activities in coordination and liaison with Programme staff in the Gaza Strip;
· Match and align project activities according to agreement with donor and in liaison with Ministry of Education, Education cluster and civil society actors in the field that will support in the implementation of the project;
· Assisst the Emergency Projects Manager in maintain Ministry of Education, Education Cluster and civil society actors involved in the project and create an actors network.
· Liaise and represent the Emergency Projects manager with internal and external stakeholders and participate in stakeholder meetings and forums;
· Follow up the implementation of memorandum of undrestandings with partners.
- Oversee implementation of planned education activities
- Identify suitable community-based activities that provide a safe, child-friendly environment for children in programme locations
- Work with communities to establish safe settings for group activities and recreation for children in programme locations
- Work closely with the SOS CV programme team and other departments to develop applicable education materials on health education, safety and child protection, environmental protection and child rights messages, or other selected subjects
- Work with teachers, children and parents to identify and help children who are particularly badly affected, or those thought to be at particular risk
- Document and evaluate experiences and lessons learned for purposes of institutional learning and national/regional networking
Supporting the development of education co-workers
The Education in Emergency coordinator
· leads, manages and supports all educational facility heads and all SOS Camp educators.
· promotes strong collaboration among all education facilities and co-workers to encourage effective communication.
· adopts the HRM cycle and implements all processes (e.g. recruitment, orientation, performance management, grievance and discipline, retirement etc.).
· provides management support, guidance and leadership to all educational facility heads and all SOS camp educators, motivating them to work as one educational team.
· Review training needs of staff, teachers and others involved in education
· Work with education staff to design training content and ensure appropriate training occurs
Resource management
· Arrange for procurement of supplies needed for use in education activities
· Ensure that the mechanisms for monitoring the use of SOS CV resources and education supplies are in place
· Maintain responsibility, in collaboration with finance staff, for day-to-day financial aspects of the education component
Representing the programme location on educational aspects
The Education in Emergency coordinator
· is the lead external contact and partner for the programme location in relation to education programmes.
· is a source of information for internal and external stakeholders.
· promotes child rights and the work of SOS Children’s Villages’ education programmes within the local community and through networking with partner organisations
· supports/promotes relevant fundraising initiatives with the support of the Emergency Projects Manager, Programme Director and National Fundraising team
· establishes and maintains regular contact with relevant government departments, service providers, local community groups and individuals to establish and maintain good relationships/partnerships.
· Initiate outreach to the emergency-affected population to identify education needs and possible programme interventions
· Assist in building contacts with government representatives and local NGOs active in education.
· Liaise with the ministry of education or other appropriate authorities with regards to operations, planning, co-ordination and information sharing for this intervention
· Provide the Emergency Projects Coordinators with monthly activity reports, with additional reports scheduled as required by superiors and donors.
Child Safeguarding (CS)
- Responsible within own area of work to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
- Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line manager

Key skills and qualifications for the position:
Must Criteria
- Bachelor’s or master’s degree in education or closely related field.
- At least 5 years of professional experience in education programmes among which minimum 2 years in an emergency response or recovery context
- Proficiency in local language and English
- Good proficiency in the use of MS Office, Email and other computer applications
Competencies – knowledge, skills, abilities
- Preferably teaching or administrative experience in the country of operations
- Proven competence in using participatory/interactive methods of teaching and of working with children in difficult circumstances.
- Experience in production of teaching & learning materials and providing capacity building and on the job training/mentoring
- Experience in establishing strong and effective working relationships with colleagues from different backgrounds and culture
- Ability to represent SOS CV and its work in external meetings
- Flexibility, excellent organization and improvisational skills
- Ability to set priorities, maintain positive attitude and take decisions
- Ability to work under pressure and handle stress
- Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
- Proven experience in project monitoring and evaluation as well as reporting in alignment with international and donor requirements
- Very good analytical skills and knowledge management
Preferred additional criteria
- Willingness to potentially work in a volatile security environment
- Willingness and ability to frequently travel to field locations
- Local knowledge in terms of culture, economic and social trends is an asset
