Education Project Monitoring, Evaluation, Research and Information Officer
(1 national staff position)
East Jerusalem
NRC works internationally in the field of education and intends to establish a new project to support UNRWA and Waqf schools in East Jerusalem. Following joint assessments/need analysis with service providers, NRC will engage with in-service teacher-training; parental skills, communication between schools and parents and teaching and learning aids with a focus on learning difficulties, community involvement and basic skills.
Overall responsibility:
The Monitoring, Evaluation Research and Information Officer is responsible for carrying out all M and E activities in the project, in liaison with Education Officers and the Teacher Support Officer and their designated UNWRA schools, including students, teachers, school management and school community.
In addition to project M and E activities the MERI officer is responsible for supporting on-going research, developing resources for education and advocacy staff and developing public documents for and about the team’s work.
This role requires a flexible approach to working hours. Sometime it will be necessary to work outside of normal office hours and the employee will be given time off in lieu.
Main Duties and Responsibilities:
-Participate in all team planning and tool development exercises.
-With the PM design and develop M and E tools and systems.
-Provide both raw and analysed data for reporting and communication.
-Ensure involvement of school management, students, teachers and wider community in assessment and maintain good relationships with all parties.
-Keep accurate records of assessment, activities and participation.
-Develop tools for recording and analysis of data.
-Coordinate with other departments of NRC to produce research, data and information.
-Ensure that all activities are carried out with the active inclusion of all community members (especially girl children and adolescents, female and male parents, teachers and guardians and children with disabilities and special needs.)
-Ensure that data is collected and recorded ethically and within the remits of NRC policy on confidentiality and consent.
-Quickly report to line management any concerns with safety, security and child protection.
-Assist the project manager in the development of activities and ideas.
-Develop personal monthly work plan and contribute to team work planning.
-Train other team members on M and E tools and skills as appropriate including needs analysis of team.
-Work with the NRC IT support officer to ensure all information is centrally held and available.
-Work with Education Officers and Teacher Support Officer as requested.
-Create reports on NRC project activities as requested for Education Cluster and other coordination activities.
-Be responsible for completely monthly CAD reporting and sending to PM.
-Carry out any additional research activities as requested by the DPM or PM.
-Reporting to the Deputy Project Manager;
-Carry out any other relevant duties as requested by supervisor.
Qualifications and Experience
Essential
-Previous experience in establishing monitoring and evaluation systems from project inception.
-Experience of monitoring and evaluation in education projects.
-Experience of and commitment to participatory approaches to monitoring evaluation and research including child participation,
-Experience with diverse research methodologies (using both quantitative and qualitative data)
-SPSS competent.
-Commitment to the ideals of NRC including Education for All,child protection, inclusion and gender equality
-Ability to plan, organise and manage own time
-Good team working skills
-Good communication skills in both Arabic and English
-High levels of computer literacy including presentation skills
Desirable
-Ability to use Microsoft Access and/or other relevant programmes.
-Experience of working with or within the UNWRA and or Waqfsystem
-Experience of teaching, youth work and/or school management
