About Handicap international
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI is currently implementing projects in more than 50 countries worldwide, including Palestine.
Through the project, Handicap International has conducted barriers needs assessment to support the knowledge of Handicap International and other stakeholders working in the field of education on barriers, potentials and opportunities for inclusive education, implemented with different education stakeholders in Rafah and Gaza cities, the assessment indicated that there is limited awareness on disability by the different stakeholders, as indicated 51.9% of teachers and head teachers from special and mainstream schools, 46.7% of Disabled peoples’ organizations and community members, and 45.8% of children without disabilities look to disability from medical perspectives. Majority of respondents from all target groups indicated a limited awareness about laws and policies to promote the right to education for all. Around a half of respondents of teachers and head teachers from special and mainstream schools think that children with disabilities cannot succeed in the mainstream schools. In addition, around half of respondents of teachers and head teachers from special and mainstream schools, still believe that the inclusion of children with disabilities in the mainstream school decreases the quality of education for nondisabled peers. Another indication of the assessment that the majority of schools are physically inaccessible to many learners. Teachers' knowledge on disability and inclusive education, abilities and attitudes can be major limitations for inclusive education, the training of staff at all levels is often not adequate.
Objective of the consultancy
Under the educational support activity, Two educational counselors were hired at partner organizations to carry out the following tasks:
-To contribute to the creation of the child friendly learning environment within the two special schools at SPHP and PACF
-Support teachers in developing the tools needed to assess the child's needs, academic performance, attitudes and abilities
-Support teachers to assess students' needs and develop the appropriate individual educational plans to respond to the diversity of needs
-Coach and train teachers individually and in a collective manner along the implementation plan and support teachers in evaluating and following up the progress of students
-Building and carrying out activities supporting parent participation in the educational process
HI is seeking a professional educational consultant who has the ability to provide technical support, training for educational counselors, and able to support in the development of the education intervention plans and tools. The consultant is responsible for the development; coordination and mainstreaming of educational support methods and support counselors with the knowledge and practical skills. The aim of hiring the consultant is to ensure quality education support through building their capacities in a systematic and planned manner
