The Opportunity – EHU Field Hospital Clinical Team Lead. 

Post location:  Gaza Field Office. 

Contract Duration and Level of Effort: 3 months with possible extension.

ROLE PURPOSE: 

The Clinical Team Lead (CTL) is part of the EHU field hospital management structure, alongside the Nursing and Logistics Team Lead. As the clinical team leader, they will work closely with the nurse team leader to ensure that activities are carried out with high quality and according to established protocols and will represent the EHU field hospital team at case management meetings, WHO EMTCC meetings and any other relevant external coordination meetings. CTL will maintain close communication with the physicians of the different areas, as well as with the nursing leader to support clinical activities. 

SCOPE OF ROLE: 

Reports to: Field Hospital Operations Lead.

Staff reporting to this post: EHU Field Hospital Pediatric Nurse, EHU Field Hospital Operating Theatre Nurse, EHU Field Hospital Nurse, EHU Field Hospital Paediatrician, EHU Field Hospital Obstetrician and Gynaecologist, EHU Field Hospital Medical Doctor, EHU Field Hospital Anaesthetist, and  EHU Field Hospital Midwife.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY: 

As part of the hospital management team, they will work to define, coordinate, and monitor the human, material, and organizational means of the activities in the field hospital according to the agreed protocols, procedures and project objectives, the specificity of the targeted population and the availability of resources in order to guarantee the security, continuity and quality medical care for patients and their communities as well as to improve the health condition of the target population.

  • Being a member of the hospital management team.
  • Help to lead on the first phase set up, including any adaptation of the patient streaming and clinical care areas and the embedding of the hospital management procedures and systems depending on context. 
  • Manage the medical doctors and allied health staff (as per deployed organogram) roster, ensuring that adequate cover is in place to ensure patient safety and care. 
  • Ensuring an effective quality management and improvement system is in place and is operating in the field hospital.
  • In close collaboration with the medical departments of the field hospital, coordinate and supervise the implementation of the healthcare protocols, procedures, and standards, assessing the different departments as well as providing technical support (within area of expertise) to the medical doctors, nurses, midwives and allied health staff to ensure the quality of medical activities in the field hospital and that protocols, security and asepsis rules are followed by the clinical team. 
  • Act as (or delegate with supervision) the staff health role within the deployed team.
  • Ensuring patient safety in the hospital through:
  • Overseeing the implementation of SCI medical incident reporting procedure through DATIX.
  • Overseeing the systematic follow up of all medical incidents, ensuring system failures are addressed.
  • Chairing a functioning mortality review committee.
  • In conjunction with the hospital management team, ensuring the development and implementation of quality improvement plans for the hospital.
  • In close cooperation with the logistics manager, ensure that all hospital staff have the material and technical logistics support needed to be able to deliver the quality of medical activities planned.
  • In collaboration with the pharmacist and/or the logistics manager, ensure efficient use and availability of drugs and medical equipment for the clinical activities.
  • Participating in close collaboration with the HR Department, in the associated HR processes for staff involved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) to ensure having the appropriate team in terms of size, capabilities and skills.
  • Ensuring that all clinical staff are briefed, orientated, and inducted into their role and expected responsibilities, including first time and refresher training needs as required. 
  • Ensuring all medical doctors are aware of the are trained and able to identify and escalate the management of deteriorating patients.
  • Being responsible for all clinical referral decisions in close collaboration with the Nursing Team Lead.
  • Ensuring the daily, weekly, and monthly medical activity reports for all clinical areas supported by the field hospital are completed (i.e., as part of the MEAL function and any WHO EMTCC daily reporting requirements).

General:

  • Represent the EHU field hospital team at the Case Management, WHO EMTCC and any other relevant external coordination meetings.
  • Ensure the timely, complete, and quality collection of the required reporting requests by the MEAL team, including support with any patient feedback mechanisms, audits, and quality of care checklists. 
  • Ensures patient data protection and confidentiality of patient data. 
  • Understanding what we mean by risk, and by identifying, reporting, and managing the risks associated with your role; and
  • Operating within the policies, procedures and controls set out by Save the Children.
  • Actively participate in any internal meetings. 
  • Adhere to and report any medical incident through the Save the Children DATIX reporting system. 
  • Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.
  • Commitment to the aims and principles of Save the Children. A good understanding of the Save the Children’s mandate and child focus.

In order to be successful, you will bring/have: 

QUALIFICATIONS   

  • Licensed Medical Doctor or Nurse, registered with a recognized institution in his/her country of residence.

EXPERIENCE AND SKILLS

Essential

  • Medical doctor or nurse with an internationally recognised qualification.
  • Up to date evidence of current licence and registration to practice.
  • Minimum of 2 years’ recent experience in a hospital management and /or a hospital / clinical leadership role.
  • Arabic speaker in a clinical setting
  • Willingness to work in unstable areas.
  • Adaptable and able to work in a multicultural team.
  • Flexible and able to manage stress.
  • Proven capacity to supervise, train and coach staff.
  • A high level of written and spoken English.
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Excellent self-motivation skills. 
  • Ability to exercise sound judgment and make decisions independently under difficult conditions.
  • Creativity and the ability to work with limited resources. 
  • Minimum of three months’ work/volunteering in Field hospital or Low middle Income Countries (LMIC) in a complex humanitarian setting 
  • Previous experience of implementing quality of care activities. 

Desirable

  • Previous experience of NGO work in humanitarian settings.
  • Experience of living or working a conflict environment
  • Familiar with first phase set up of health activities in an emergency. 
  • Strong knowledge of Save the Children systems and ways of working.
  • Experience in other relevant area: critical medicine, general practice, general medicine, nutrition, or psychological first aid (PFA).
