Section I-Introduction and Submission


Introduction

Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth empowerment, education, and peace & justice. CRS requests quotations for designing and IT system. To enable Bidders to submit Quotes, please find below the requirements and instructions:

Submission of Offers and Offer Deadline

Interested companies should submit the bidding proposal containing the following:

- Description of the company applying
- Past performance in similar areas with at least 2 references
- A technical proposal explaining:

 Description of the proposed system (including how the system meets the requirements outlined here)
 Technical specifications of the proposed system as outlined in detail below: o Provide CRS with system analysis based on our business requirements that includes:
- Software Requirements Specification (SRS)
- Data Flow Diagram (DFD)
- Use Case Diagram
- Entity Relationship Diagram (ERD) o Project Management plan that exactly specify the tasks and time for each phase of the software cycle (System analyst, System Development, System Implement, System testing, system production) o Web Hosting information, specifically:
- Server specification
- Storage space
- Bandwidth
- Database size
-Database number
- What features are used for system availability (during peak hours) and redundancy? What are the fault tolerance and redundancy technique that are used for system availability (during peak hours and system failure?)
- Clearly attach the support model for maintenance and technical support with the different tiers (preferred to be based on ITIL)
- Web application programming language used to develop the system
 Programming language framework
- Clarify which database will be used (e.g. SQL server, oracle, etc.)

 Timeline for development of the system

- A financial proposal that includes the complete cost of the system development, maintenance, and technical support. The financial proposal should break down the various technical components of the system by cost, presenting different cost options (i.e. if there are optional features that cost more or less). Prices should be in New Israeli Shekels and must be valid up till 90 days after the submission date.

no later than Sunday, June 12 at 11:59pm.Bidders are responsible for ensuring that their offers are received in accordance with the instructions stated herein. Late offers may be considered at the discretion of CRS. CRS cannot guarantee that late offers will be considered.

- Applications will only be accepted from companies. Applications from individuals will not be accepted.
- Bidders who interface with CRS must be fluent in both Arabic and English The successful bidder will sign all USAID-required documents.
- CRS reserves the right to reject all bids and to decide not to pursue this procurement. CRS is not obliged to procure the lowest price offer when the lowest price does not offer the best overall value, all other factors considered.
