Emergency Management Officer
The USAID Gaza 2020: Health Matters project is designed to improve emergency preparedness and response (EPR), and to improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community-based organizations (CBO) in Gaza and the West Bank. International Medical Corps (IMC) and its partners, Cooperative for Assistance and Relief Everywhere, Inc. (CARE), Juzoor for Health and Social Development (Juzoor), and Mercy Corps, (the Consortium) bring together various components necessary to create a holistic system that is gender sensitive and responsive to crisis and to the needs of residents of Gaza and West Bank, including vulnerable populations.
JOB SUMMARY
International Medical Corps is recruiting Emergency Management Officer, to be based in Gaza, for an anticipated US Agency for International Development project, Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by Non-Governmental Organizations (NGOs), Community Based Organizations (CBOs), and private providers.
The Emergency Management officer will provide technical advice and supervision of activities under Intermediate Result: Increased capacity in emergency preparedness and rapid response for health-related humanitarian goods and services.
Scope of Work:
ESSENTIAL RESPONSIBILITIES:
-Conducting mapping of organizations capable of responding to emergencies for community engagement.
-Working with partners to develop plans and support identification of the first response capabilities and gaps of health care providers and CBOs providing interventions to address relevant gaps.
-Contribute to partners’ training on contingency plans
-Following up the partners’ technical emergency training which may include Incidence Command System (ICS), Post-Operative Medical Care (POMC), Post-Disaster Recovery, Simulation Exercises, MHPSS, Nutrition and GBV.
-Work with Consortium Partners in the implementation process of the ICT component particularly in emergency response.
-Participate in developing pre-positioning or rapid procurement to ensure the ability to respond quickly in the event of a crisis.
-Contribute in preparation of the specifications of the prepositioned materials needed for emergency in the health care facilities and develop spot checking on the prepositioning items following the guideline.
-Coordinate & Work with Primary Health Care and Secondary Health Care teams to develop and test emergency response plans at community, district, and facility level.
-Coordination with partners to develop and test the activities of the Crises Response Fund including the medical mission, mobile medical team and so on.
-Ensure regular reporting on all activities under Intermediate Result 1, review reports and give timely and technical feedback.
-Writing professional reports under IR1 including but not limited to post event report and highlights, periodic reports, progress and status reports and troubleshooting reports.
Qualifications:
-Specialty in health related issues with minimum Master degree.
-At least 2 years of experience, working in technical health issues related to community work and facing emergency situation.
-Demonstrated familiarity with the health and emergency response systems in Gaza, especially with the NGOs, CBOs, and Hospitals that provide emergency assistance.
-Prior work experience in the Health Care System is highly desirable.
-Strong verbal and written English communication skills required.
