Emergency Medical Supply Pharmacist

Consultancy Duration : Three months

 

 
The USAID Gaza 2020: Health Matters project is designed to improve emergency preparedness and response (EPR), and to improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community-based organizations (CBO) in Gaza and the West Bank. International Medical Corps (IMC) and its partners, Cooperative for Assistance and Relief Everywhere, Inc. (CARE), Juzoor for Health and Social Development (Juzoor), and Mercy Corps, (the Consortium) bring together various components necessary to create a holistic system that is gender sensitive and responsive to crisis and to the needs of residents of Gaza and West Bank, including vulnerable populations.


Essential job duties:

The Emergency Medical Supply Pharmacist will assist the Emergency Preparedness and Response Team by completing the following tasks:

-Visit health facilities and review the current list of distributed drugs and consumables with consumption reports to ensure appropriate utilization for acute and chronic conditions.
-Review suggestions from respective health facilities re: items to be added or removed from the EHK list for acute and chronic conditions
-Standardize EHK lists across PHC clinics and hospitals using IMC criteria
-Discuss and finalize specialty items with specialty facilities of including but not limited to St. John Eye Hospital (ophthalmic project), Ard Alensan (anemia project) and Al Ahli (minimally invasive surgery)
-Visit Community Based Organizations and review the current list of Assistive Devices to confirm items, estimated costs and specifications.
-Review annual consumption reports collected from HFs and estimate any further requirements for Crisis Response Funds, Post-operative Care and Mobile Medical Teams.
-Develop procurement lists with quantities, specifications and estimated costs.
-Establish an inventory management and stock monitoring system at the MoU Health Facilities.
-Develop a procurement and replenishment plan to refill the consumed close to expiry items by Health Facilities.
-Support the program team in preparing the list of pharmaceuticals needed to run their sub grants activities under IR2 and IR3.


Deliverables:

-Revised list of drugs and consumables for PHC EHK
-Revised list of drugs and consumables for SHC EHK
-List of specialty items required for specialty projects
-Finalized list of assistive devices.
-List of PHC and SHC lab reagents for EHK.
-Procurement lists for quantities, specifications and estimated costs for Crisis Response Funds, Post-operative Care and Mobile Medical Teams.
-An inventory management and stock monitoring system in place.
-End task report (not more than 5 pages) describing the efforts and the achievements versus the plans.

Qualifications:

-A University Degree in Pharmacy from a recognized university.
-Experienced and familiar with the local and international pharmaceutical vendors.
-Good experience in hospital and Primary Health Care drugs and consumables in addition to the drugs that are required for emergency.
-Good experience in the inventory and stock management system.
-Experience in the use of computers.


Key Competencies and Skills:

-Strong understanding of humanitarian principles and dynamics of emergencies and humanitarian response.
-Fluency in written and spoken English required
-Ability to work in a fast-paced environment with different teams, requiring flexibility and positive attitude
