Emergency Project Officer
For 9 months with possibility of extension based on fund.
General Objective
In the framework of food security and livelihoods programming to assist vulnerable households in the Gaza Strip, the Project Officer will support the Food Security and Nutrition Department in ensuring quality implementation of the distribution of food items to vulnerable individuals while also working towards enhancing the socio-economic status of the affected population. This includes nutrition programs specifically tailored for pregnant and lactating women and children under 5, as well as emergency initiatives that support vulnerable communities through rapid emergency responses, cash-based interventions, rehabilitation of agricultural sector, and economic empowerment initiatives. The goal is to comprehensively address the immediate needs and long-term well-being of the impacted population.
The Project Officer will collaborate fully with the area focal point in Deir Al Balah, logistics, (remote) Heads of Projects and Program Manager in the identification of appropriate new interventions, experiences capitalization and department strategy. The Project officer will collaborate fully with the Heads of Projects and other officers in the following general tasks:
Tasks and responsibilities:
Planning and implementation of emergency activities supporting the head of projects from the field in collaboration with other team members.
- Activity Planning: Develop activity plans for each task in collaboration with the area focal point, logistics, project assistant and/or daily workers.
- Project Document Preparation: Prepare necessary project documents, including announcements, beneficiary applications, attendance sheets, agreements, MEAL tools, etc.
- Beneficiary Selection: Lead the beneficiary selection process under the guidance of the Head of Project. Support the selection of geographical areas/IDP centers and target groups.
- Field Visits and Technical Support: Conduct regular field visits to project sites, providing technical support as needed. Propose solutions and improvements relating to project activities and how to improve distributions.
- Budget Forecasting: Draft budget activity forecasts, reporting to the Head of Project.
- Coordination with Logistics and Finance: Coordinate with logistics and finance departments to organize and implement activities seamlessly.
- Implementation and Monitoring Documents Review: Assist the team by reviewing implementation and monitoring documents in line with AAH Gender Policy and FSL strategy.
- Beneficiary Database Maintenance: Assist in maintaining an up-to-date beneficiary database, tracking progress, and addressing challenges.
- Monitoring Plans and Implementation Procedures: Assist in preparing monitoring plans and implementation procedures for each activity based on departmental Standard Operating Procedures (SoPs).
- Context Information Collection: Collect and update context information related to food security, and nutrition. Support nutrition screening and the integration of IYCF-E (Infant and Young Child Feeding in Emergencies) from the field in identified health facilities, collect and analyze data to support Nut. CO. from the field.
Liaise with Logistics and Storekeeping for Emergency Items Management
- Storage Management: Collaborate with the logistic team to ensure goods are stored in compliance with Action Against Hunger (AAH) storage standards and guidelines to maintain quality and safety.
- Delivery Inspection: Examine deliveries upon arrival, assessing quantity, quality, and documentation accuracy to ensure compliance with specifications.
- Dispatch Documentation: Complete various dispatch documents accurately, including packing lists, shipping manifests, and delivery confirmations.
- Cargo Loading: Led the team for the safe preparation and loading of cargo into transportation vehicles, following proper handling and safety protocols.
- Quality Reporting: Report any issues or discrepancies regarding the quality of items received, facilitating prompt resolution and mitigation of risks.
HR & Team Management
- Line management FSL and Nutrition teams whose side and composition may vary over time (assistant, field workers, social workers, daily labor).
- Participate in the recruitment process for positions related to the project that are directly managed: field and daily workers.
- Validate action plan for team members, considering the project time plan and Action Against Hunger internal regulations.
- Identify gaps and needs of team to provide training and coaching and communicate training needs to Head of the Project.
- Support the knowledge transfer within the FSL department.
Representation and communication
- Maintain regular communication with relevant stakeholders with external actors (local authorities, UN agencies, community leaders, other NGOs, volunteers, subcontractors, etc.).
- Participating in relevant coordination to ensure the sharing of best practices within the wider humanitarian community.
- Inform AAH Management about the positions of different actors in the field, they response capacities, etc. to anticipate joint opportunities of joint response and to avoid duplication.
- Maintaining regular information flow to partners and stakeholders.
Reporting and Learning
- Reporting of field activities to the Head of Project (data entry, materials delivered, work achieved, beneficiaries’ attendance, obstacles and constraints) taking into consideration reporting requirements and monitoring and/or evaluation tools and indicators.
- Participate in the preparation of the monthly "Activity Progress Reports" (APRs) and submit to the Head of Project
- Participate in the preparation and collection of data for communication, advocacy and capitalization purposes (case studies, etc)
- Conduct the needed data collection in collaboration with MEAL department.
- Participate in the planning and implementation of the capitalization process of the final products that are generated from the project: manuals, guides, etc.

- Advanced university degree in disciplines relevant to food security and nutrition
- Knowledge of program implementation, including preparation and monitoring of budgets and workplans.
- Knowledge of gender and protection mainstreaming.
- Knowledge of CVA interventions is a plus.
- Five years of relevant experience in the field of food security and nutrition.
- Previous experience in emergencies, including large-scale distribution, planning and executing it.
- Minimum 3 years of directly proven experience in NGO sector.
- Experience in community-led initiatives is a plus.
- Knowledge in humanitarian/emergency and/or development programming is a plus.
- Strong communication skills both verbal and in writing. Ability to promote good working relationships among colleagues, supervisors, and supervisees. Analytical and creative thinking abilities with solutions-oriented approach.
- Fluency in reading, writing and speaking Arabic and English.
- Very good knowledge in Word, Excel, Power Point, Outlook.
- Candiates from Deir Al Balah are preferred.
- Valuable prior experience in issues related to the promotion of gender equality or personal. commitment to gender equality.
