Emergency Project Officer - Gaza

Job Summary/ Scope of Work The Emergency Project Officer will lead the implementation of War Child activities in Gaza, specifically focusing on one consortium project within War Child's emergency response plan. This role involves close cooperation with War Child’s implementing partners and focuses on ensuring the quality and effectiveness of project delivery.
Major Duties and Responsibilities:
- Monitor activity implementation progress and ensure quality control in quarterly and annual narrative reporting.
- Monitor project expenditures and adherence to the contract/agreement established with project partners on implementation.
- Assist the Project Manager in the preparation of overall project reports.
- Support WCH implementing partners in ensuring that data encoding and data analysis are conducted properly and diligently.
- Assist in activity planning and strengthen the implementation framework, including effective MEAL frameworks.
- Lead the planning and implementation of events, conduct regular field visits, and facilitate workshops, discussions, and consultations with partners and stakeholders.
- Attend meetings with project partners and take minutes of project meetings when required.
- Work with implementing partner staff to collect and compile data on the progress, key threats, and issues related to the project and present field data gathered for further analysis and for MEAL and communications products.
- Provide technical information to the Project Manager and Gaza Emergency Response Manager, related to the development of project field activities and approaches.
- Perform administrative tasks for the project, provide translation and interpretation when required, and maintain a project filing system.
- Develop and maintain a database of all technical reports, presentations, maps, data, and information, as well as a list of organizations and related stakeholders working in related fields.
- Develop a network of project collaborators and agents for implementation from local sources and provincial/district offices.
- Promote War Child’s presence in the community through meetings, workshops, and related field activities implemented by partners.
- Coordinate the evaluation and monitoring of the project work plan and ensure that the MEAL system is well-maintained and constantly updated by the project implementing partners.
- Provide inputs to communications products, materials, and campaigns to ensure accurate information representation of the project when required.
- Secure community and project stakeholder participation and ensure accountability to project participants in the development of the Monitoring and Evaluation Plan and support the implementation of the feedback and complaint response mechanism (FCRM).
- Produce technical reports and assessments on MHPSS, education and protection from violence as needed.
- Ensure that War Child safeguarding measures are considered in all project activities implemented by the partners and report any breaches to the code of conduct or child safeguarding policy to the line manager/ child safeguarding focal point.
- Assist in the planning and preparation for trainings, and facilitate and/or co-facilitate trainings when required.

Qualifications Required:
- Bachelor’s Degree in management, business administration, education and development, or other related fields.
- At least 3 years of professional experience in coordinating and implementing child rights projects, including MHPSS projects.
- Experience in implementing MEAL plans, data collection, and analysis.
- Experience in maintaining an online database and reporting.
- Practical experience with CSO/CBO engagement tools, policy, and MEAL capacity-building processes.
- Strong understanding of MHPSS, child protection, and community-based organization engagement in Gaza.
- Reporting-writing skills in English.
- Proficiency in project cycle management.
- Excellent English speaking and writing skills.
- Team player who can also work independently with War Child implementing partners, including international NGO and national NGO partners.
- Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, etc.)
- Full adherence to War Child's values and safeguarding policies.
- Fluency in Arabic and English.
