Emergency Response Manager

In anticipation of future needs, Global Communities seeks an Emergency Response Manager for the anticipated USAID Envision Gaza 2020 project. Envision Gaza 2020 is the humanitarian assistance and early recovery pillar of the larger Gaza 2020 initiative that seeks to promote recovery, reconstruction, and redevelopment in Gaza through four major activities: water and sanitation, private sector development, health and humanitarian assistance.
Envision Gaza 2020 aims to create a path for vulnerable populations in Gaza to become more sustainable and self-reliant by providing basic humanitarian commodities and increasing employment opportunities through short term employment, internships, minor capital investments, and job training. This position is based in Gaza.

Currently, we are working with WFP to deliver food assistance to vulnerable people in Gaza, and also working with USAID to create employment, and supporting civil engagement through the Local Governance and Infrastructure (LGI) program in the West Bank. During the escalating conflict in the summer of 2014 we responded, as we did before during the 2008 – 2009 and 2012 conflicts, to the needs of the most vulnerable affected by the conflict in Gaza. We are dedicated to continuing to serve those most in need in Gaza, and are seeking qualified candidates who share our mission to join our team.
Responsibilities:
The Emergency Response Manager will manage activities under Envision Gaza’s humanitarian commodities and emergency rapid response component which will include a mix of NFI and food assistance distribution, small grants and capacity building activities. This position will report to the Deputy Chief of Party (DCOP) with the primary responsibilities:
Responsible for the implementation and oversight of humanitarian commodities and emergency rapid response activities in the implementation plan.
Build capacity of Gazan CSOs through training, the development of community emergency response plans, and the creation of an Emergency Rapid Response Fund that will provide grants to local organizations to respond in the needs of their communities.
Foster and maintain relationships with local CSOs and existing emergency response coordinating bodies.
Oversee the development and monitoring of any local organization subawards in compliance with Global Communities and USAID rules and regulations.
Work collaboratively with the entire Envision Gaza 2020 team and ensure strong coordination among team partners on the implementation of humanitarian commodities and emergency rapid response activities.
Oversee production of timely and accurate technical and financial reports to Global Communities and USAID as required.
Manage small emergency response team.
Required experience:
A Bachelor’s degree or higher in international development, disaster response, or a related field.
At least five (5) years of experience implementing humanitarian programming in a complex or protracted conflict environment.
Demonstrated experience building the emergency response capacity of local partners, and managing small grants.
Experience working in Gaza and/or Middle East Region required.
Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations in a challenging environment.
Strong verbal and written English skills are required; proficiency in Arabic is desired.
