Emergency WASH and Shelter Officer - Gaza Office
The purpose of the Emergency WASH and Shelter Officer position is to provide effective supervision and oversight for the WASH & Shelter for emergency response interventions, while:
- Supporting the effective delivery and implementation of CARE International's WASH and Shelter activities in the Gaza Strip's current emergency.
- Assisting in the design and implementation of WASH and Shelter projects, ensuring alignment with CARE’s standards and the specific needs of the communities in emergency interventions in coordination with the emergency manager and CARE’s Partners.
- Supporting the team in planning, executing, and monitoring project activities, ensuring timely completion and compliance with donor regulations.

- Representing the organization on related cluster meetings, humanitarian donors, technical working groups, and consortia in coordination with the Emergency Manager and the WASH and Shelter Specialist to align CARE’s efforts with broader humanitarian responses.
The Emergency WASH and Shelter Officer will play a pivotal role in contributing to the design, efficient field implementation, and monitoring of projects aimed at improving CARE WBG’s activities regarding the emergency interventions related to WASH, Shelter, health and/or education, field inspection/verification visits, office works, participation in data collection and assessments, participate in beneficiaries’ verification and identification, preparing the priced BoQs in addition to coordinate closely with CARE’s Partners with a focus on innovation, gender justice, and reducing gender-based violence.
The Emergency WASH and Shelter Officer will report all operational issues to the Emergency Programs Manager and all technical/field issues to the WASH and Shelter Specialist.
Tasks and responsibilities:
Job Responsibility #1: Implementation of the project's activities
- Ensure the effective implementation of the activities defined by the WASH and Shelter Specialist (including beneficiary identification and cross-checking, monitoring data collection, and analysis) in hand with the Emergency Manager.
- Assist in managing donor requirements for data collection, reporting, and ensuring projects adhere to related regulations and standards.
- Schedule activities according to the project’s implementation.
- Support MEAL focal points to develop appropriate questionnaires and survey documents if needed.
- Participate in the design and implementation of project-related assessments, surveys, or any other project identification studies including coordination of designed activities with relevant stakeholders & national plans, with the support of the MEAL focal points as required.
- Support the WASH and Shelter Specialist with financial and logistical follow-up if needed in coordination with the Emergency manager.
- Propose solutions or improvements to achieve better performance of WASH and Shelter activities.
- Identify, anticipate, and inform the WASH and Shelter Specialist of any problems or constraints observed in the field.
- Ensure the timely drafting of reports in coordination with the WASH and Shelter Specialist.
- Coordinate implementation of WASH and Shelter activities with CARE’s Partner.
- Coordinate WASH and Shelter activities with the key stakeholders (PWA, CMWU, WASH Cluster, and municipalities).
- Follow up fieldwork and reporting to the WASH and Shelter Specialist.
- Supervise the distribution of humanitarian aid at distribution locations, as required.
- Participate in all meetings organized by WASH and Shelter Specialist for the team or the office meeting organized by the Emergency Director.
- Analyze and build on experiences to share lessons learned, and if required, propose new directions for WASH and shelter activities.
Job Responsibility #2: Project design and evaluation
- Participate in the design and implementation of project-related assessments, surveys, or any other project identification studies including coordination of designed activities with relevant stakeholders & national plans, with the support of the MEAL focal points as required.
- Participate in the design of problem statements, position papers, concept papers, and project proposals as requested by the WASH and Shelter Specialist.
- Participate in ongoing information gathering from other NGOs, institutions, ministries, local authorities, partners and communities, and other key actors relating to the WASH and Shelter situation.
- Organize information dissemination meetings with community members to ensure community participation during the project cycle phases.
Job Responsibility #3: Report Writing
- Prepare the daily and/or weekly reporting of field activities and monthly data updates to the WASH and Shelter Specialist as input to the APR.
- Provide support and information to the WASH and Shelter Specialist in completing and finalizing the interim and final reports to the donors.
- Technical review of baseline/end-line reports, studies, and assessment reports conducted by the MEAL team.
- In charge of the project’s activities archiving.
Job Responsibility #4: Security
- Follow the specific safety rules of the mission and country office security plans and be aware of the emergency preparedness plan.
- Respect and implement the security rules during working duty time.
- Communicate with the security focal point in the office about any information related to safety and security.
Job Responsibility #5: Other Duties
- Support the WASH and Shelter Specialist and/or Head of Project in preparing concept notes and proposals development as required.
- Participate in piloting innovative approaches that address the unique challenges of the context in Gaza.
- Maintain and file project documents and correspondences.
- Support to other departments as requested by the WASH and Shelter Specialist and/or Emergency Manager, Emergency Director, or Country Director.
- Attend local WASH and Shelter meetings or project-related community meetings.
- Participate in/or supervise the writing of Terms of Reference for any external service.
- Translation of work as required.
- Those duties are inherent to the position and requested according to mission needs.
- Participate in the writing of technical documents related to the implementation of WASH activities (terms of reference, technical studies or surveys, tender reports, announcements, technical evaluation, and final reports, etc.)

Job Profile Requirements
- Bachelor’s degree in civil or mechanical engineering and a WASH Background would be desirable.
- Knowledge of WASH and Shelter, electro-mechanical works of infrastructures (wells, pump stations, desalination units, and networks) that covered O&M and rehabilitation works.
- At least 3-5 years of experience in humanitarian, emergency, and/or development programming, strong preference for experience in WASH and Shelter.
- Demonstrated experience in project design, planning, and follow-up WASH and Shelter interventions.
- Experience in working with and coordinating with international and national NGOs would be desirable.
- Knowledge of Cluster bodies and coordination mechanisms would be desirable.
- Good communication and interpersonal skills.
- Good reporting skills.
- Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
- Excellent in reading, writing, and speaking both Arabic and English.
- MS Word, Excel, PowerPoint, ACAD, Outlook, Teams, and other related software.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
