ASI is recruiting a programme officer to lead on engagement with Palestinian civil society organizations under the Negotiation Support Project, which will support Palestinian Institutions to prepare for and conduct negotiations with the Israeli government, through the provision of technical expertise and capacity building. It will also seek to identify other opportunities to support activities focused on negotiations to resolve the Palestinian-Israeli on a flexible basis. The project partners may include but are not limited to the Negotiation Affairs Department, Negotiation Support Unit, the Ministry of Foreign Affairs, the Office of the Prime Minister, the Office of the President and other PA institutions. The project will also support the engagement of Palestinian institutions with civil society organizations.

Tasks and responsibilities

The Programme Officer, under guidance of the Team Leader will:

  • serve as the principal point of contact for the programme with Palestinian civil society organizations
  • work with the Team Leader to identify areas of intervention
  • oversee and report on implementation of the activities of selected partner organizations
  • work with the Team Leader to review submissions of the activity proposals
  • Prepare activity proposal files for the donor approval
  • lead on management of administrative affairs related to the project under the guidance of the grant manager
  • brief the team on stakeholder dynamics, sensitivities, priorities and entry points, facilitating meaningful and constructive interactions while minimising conflict
  • Foster consensus around project objectives
  • Coordinate with the project’s cross-cutting team, particularly the Research and Conflict Sensitivity Lead, GESI Lead, and MREL Lead, to integrate and streamline priorities across activities.

The adviser will report to the Team Leader and ASI’s Project Management Unit, consisting of a Programme Manager and Project Director.

Job Requirements

  • Experience in working with the Palestinian civil society organizations
  • Program management skills, including drafting the terms of reference, reviewing budgets
  • Excellent understanding of political environment
  • Excellent communication and organizational skills, including strong report writing and verbal communication skills; 
  • Must work independently and be able to take initiative; must be diligent in maintaining the continuous relationship civil society organizations
  • University degree
  • Fluency in written and spoken Arabic and English required
