Project Summary:
The West Bank/Gaza Rapid Response Activity is anticipated to be a two-year project that seeks to improve stability in conflict affected areas, particularly the northern West Bank. It aims to alleviate grievances, to strengthen communities' abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.
Position Summary:
The Engineer will provide technical support to the West Bank Rapid Response Activity during the identification, implementation, and monitoring of non-structural cosmetic and beautification work undertaken by this Activity, in accordance with environmental and safety standards. This includes visits to sites, support in the development of the following areas: monitoring and support, supervision, technical meetings and joint work with the communities, ensuring the successful implementation and completion of activities. This will be a full-time position based in West Bank, Palestinian Territory.
Responsibilities:
- Coordinate the design of small infrastructure-related beautification projects, preparing budgets, terms of reference, and environmental mitigation and monitoring plans.
- Participate in evaluation committees for contracting process related to non-structural cosmetic and beautification projects.
- Provide recommendations in terms of viability, safety, and environmental standards for projects, as well as the execution times.
- Participate in the preparation of budgets for infrastructure activities that ensure the availability of materials for the implementation of the works.
- Oversee subcontractors and meeting quality assurance requirements.
- Conduct monitoring visits to review project implementation and adherence to safety and environmental standards
- Prepare progress reports to the larger team to facilitate opportune decision making or troubleshooting.
- Develop construction referral packages for small and medium infrastructure projects, including identifying and developing the scope and parameters of construction activities (e.g., description of the challenges, construction works needed, initial cost estimates) and conducting a sustainability analysis for recommended activities.

Qualifications:
The following qualifications are required for Engineer candidates:
- Bachelor's degree in civil engineering.
- Licensed Civil Engineer.
- Minimum five years' experience in construction or rehabilitation of community infrastructure.
- Experience working with international donors.
- Strong verbal and written communication skills in both English and Arabic required.
- The ability to travel is required, especially within the northern West Bank.
The following prior experience is preferred:
- Practicing engineering work in the West Bank is strongly desired.
- Working on rapid response or stabilization is also desirable.
- Previous USAID programs experience.
