Project Summary
Creative Associates seeks a part-time Engineer for the anticipated USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.

Position Summary
The Engineer will be responsible for conducting site visits, overseeing the design, implementation, and acceptance of the non-structural cosmetic and beautification work according to the environmental, quality, and safety standards as well as rehabilitation activities and other types of school-related infrastructure. The engineer will also be responsible for quality assurance requirements during the implementation process and reporting accordingly. The engineer’s duties include using software programs to design structural blueprints while adhering to construction laws and environmental constraints, managing all construction sites to monitor the building process, overseeing contractors’ work, and ensuring adherence to quality and safety assurance requirements. The engineer’s duties include preparing projects’ budgets and estimates, required specifications as per USAID requirements, and projects’ bill of quantities and design drawings. The engineer will be responsible for managing the execution and timely completion of projects by analyzing the scope and determining specifications, establishing test methods for materials, and preparing and submitting required reports.
Reporting & Supervision: The Engineer will report to the program engineer in Ramallah field office.

Qualifications:
- Bachelor’s degree in civil engineering.
- 5 years of relative experience preferably experience with USAID or international organizations.
- Licensed Civil Engineer.
- Minimum five years of experience in the construction/rehabilitation of educational and WASH facilities.
- Experience working with international donors.
- Practicing engineering work in the West Bank and/or Gaza, is highly preferred.
- Strong verbal and written communication skills.
- Fluency in Arabic.
- Working-level knowledge of English preferred.
