The Palestinian Livestock Development Center (PLDC) is a nonprofit organization working in livestock sector development, In partnership with OXFAM and with funding through SIDA, the PLDC invites local Engineering Consulting (Design) companies to submit bid documents for design, supervision the implementation of tenders for 2300 square meter of animal sheds (hangers) and 180 square meter administration unit. The consultant will be responsible for conducting needs assessment, preparing bills of quantities, preparing tender documents, participating in selection of contractor and supervising the implementation of the works by the contractors on the project site, keeping records of all project documents and preparing periodic reports on the intervention progress
Introduction & Project Background
The overall objective of this program is to contribute to resilient and equitable agricultural growth from which small-scale women and men producers will benefit in the oPt. The specific objective is to increase the wellbeing and income of women and men engaged in small-scale agriculture in vulnerable communities through improved agricultural and market systems in the West Bank, including East Jerusalem, and the Gaza Strip.
Through this theory of change the project is aiming to catalyze/establish better functioning market services led by the private sector in collaboration with the public sector. The approach of this project will be to establish extension and training services and new business models, based on a strong SSPs supply base. The project will contribute to developing more equitable agricultural production and more resilient market systems for SSPs in oPt, which will lead to an increase in production, quality, profitability and competitiveness of fresh- and processed fruits and vegetables. Besides this the project will advocate for more enabling and inclusive policy and planning frameworks.
Through a strategic partnership with the Swedish International Development Cooperation Agency (SIDA), Oxfam launched “the equitable agricultural production and market systems for resilient economic development in the occupied Palestinian territory (oPt)” in July 2016. The overall goal of the project is for incomes of poor households to sustainably increase through enhanced employment and income opportunities. In partnership with key market players, the project will help to unlock the fresh produce sub-sector’s potential benefits for small-scale women and men farmers, through four inter-related strategies: (1) Catalysing farmers’ cooperatives and groups to benefit from joint action, including with private sector, towards enhanced capture of market benefits; (2) Facilitating investment opportunities and market linkages to diversify trade channels of smallholder farmers to domestic, regional, and international fresh produce markets; (3) Improving regulatory and institutional framework to ensure more favourable conditions for small-scale farmers; and (4) Systematically addressing cross-cutting issues in market facilitation approaches, including approaches to promote gender equity, good governance, and increased resilience of small-scale farmers to climate variability and change.
Deliverables expected from the consultant:
Investigating available data or information relating to the project and which are relevant to the works and collaborating with other professional Advisors or Consultants if needed.
Preparing detailed tender drawings on agreed design basis.
Preparing tender documents and calling tenders in line with proposed building schedule.
Assessing and reporting on tenders received and assisting the clients to interview prospective tenderers and making fair and appropriate recommendations.
Preparations of contract documents.
Technical supervision of works.
Review progress of project jointly with the Clients and other consultants at suitable interval to ensure quality of work, proper coordination, and smooth implementation of works.
Carry out final inspection of the works to meet the specifications and requirements of the relevant authorities.
Certify the general correctness of the progress payment claims.
Certify the practical completion and final completion of the works.
Full set of design drawings technically approved by the Association of Engineers as per local laws.
List of “dual use” materials which will be involved in this project and their quantities such as (Cement, Steel, and Aggregate (Foulia, Adasia, Semsemia), Marble and Granite Adhesive, Putty for oil paint, bitumen sheets, binder … etc.)
The Drawings, Technical Specifications, and BOQs, should be prepared in a sufficiently detailed manner to provide bidders with the necessary details for preparation of reliable bids.

Pre-qualification Criteria:
The Engineering Consultant should at least meet the following criteria:
License to carry out engineering services, design and supervision by relevant Palestinian authorities.
Design Team should have within his/her office , Architect, Structural, Mechanical, Civil Engineer and Electrical engineers, the Civil Engineer should have minimum educational qualification of Bachelor of Engineering in civil or equivalent with at least 4 years of field experience, the Electrical Engineer should have minimum educational qualification of Diploma in electrical engineering with minimum of 6 years of field experience OR Bachelor of electrical engineering with minimum of 4 year of field experience.
Any other personnel requirement/s shall be the responsibility of the consultancy firm.
The Consultant who does not have all the required expertise listed in point 2 above, within his/her office, shall only be considered if he/she has a minimum of either architectural or structural engineering design capacity, (Head of section with at least 6 years of proven design experience) and demonstrate that he/she collaborates with other qualified offices/engineers for other disciplines not available at his/her office.
Should have experience in the preparation of the following: Architectural, Structural, Mechanical and Electrical design, relevant Working Drawing, Bills of Quantities, preparing tender documents, participate in tendering process, and follow up and inspect the construction step by step in daily basis, check and approve the contractor invoices, and all related works
Must have the capacity, within his/her team, of preparing and carrying out all Bid Documents including Drawing and Bills of Quantities in English.
Prepare Technical specifications, according to the adopted International standards and codes, with the national regulations, and in accordance with relevant general technical specifications in Palestine

Within seven working days of receipt of this TOR, the consultant is expected to submit the following:
Financial Offer including the prices, note that the price should be in USD and VAT exempted.
Bid documents shall include all costs.
Bid documents shall be deemed inclusive of all charges excluding sales tax OR other taxes, if applicable.
Prices should include engineering supervision, and should include all the fees for engineering syndicate with Zero Vat.
Prices should be valid for 90 days.
A detailed proposal including the work plan with clear time frame.
Consultancy fees for carrying out the work.
Valid consultancy license and Tax certificate.
CV’s and proven experience of the consulting team. Including the Architect, Structural engineer, Mechanical engineer and Electrical engineer should be provided
