BACKGROUND

Right To Play is a global organization committed to improving the lives of children and youth affected by conflict, disease and poverty. Right To Play’s Strategic Plan focuses our programmatic interventions on Quality Education, one of our core impact areas. Working in development and humanitarian settings, our education programs engage children and youth ranging from as young as two through adolescence in formal and non-formal learning environments. We work with teachers to strengthen their teaching practice by developing their skills to effectively implement play-based methodology.

Right To Play has been working alongside communities in Palestine since 2003. Current programs include a focus on empowering children through transformative education, namely through child-centred teaching and the rehabilitation and construction of safe and inclusive classrooms. Right To Play also engaged in life skills development inside and outside the classroom.

Project:

The project (Quality education initiative) is a one year project starting from Jan – Dec 2019 in Gaza strip, that aims to improve the quality of education for children in Gaza by creating positive learning environment that promote child friendly , safe, gender-sensitive, play based approaches . The project main focus is to strengthen learning environments to support children’s quality education, improve performance in key academic subjects including mathematics and languages, and improve psychosocial wellbeing for children through utilization of play based learning in in classrooms as well as implementation of summer activities inside 50 UNRWA schools.

DETAILED SCOPE OF WORK

The Engineering consultant will be working closely with Right To Play team (Country Director, Program Manager and Project Officer) to supervise and conduct the rehabilitation of 50 classrooms in Center, North, and middle of Gaza and Rafah city inside 50 UNRWA schools within the project (Quality Education Initiative)

The Engineering Consultant will conduct field visits for schools locations, assess and identify needs and requirements and provide recommendations for each location in cooperation with UNRWA and  to the budget and scope of work. To decide on works needed for 50 classrooms in the Gaza strip upon UNRWA and RTP vision and minimum standards for renovating classrooms..  Prepare BOQ and price quotations from at least three contractors for each type of work - such as maintenance and furniture - or provisions, including technical and financial evaluation in coordination with Right To Play. Prepare, design and plan for each location in cooperation with the UNRWA engineering department and RTP. Prepare the tendering documents and the drawings for each classroom and being part of the tendering/selection committee. Follow up the contractors until the renovation is completed.

the selected consultant needs to submit a work plan at the beginning of the process; supervise and follow up with the contractors and suppliers; conduct minimum 3 field visits per location (Project); at the beginning, during the process and at the end of the implementation, the number of visits is subject to increase according to the requirements of implementation to ensure the quality needed.  Provide periodic progress updates to Right To Play, Provide Right To Play with high resolution pictures before, during and after the process for each location to document the progress of the work. Control the quality of work and apply safety measures; especially for children. Ensure to complete the designated work within the timeframe, budget and quality standards

Job Requirements

QUALIFICATIONS

  • Bachelor’s degree in civil engineering, interior design or related field
  • Registered in the engineers syndicate.
  • At least 3 years’ experience working on small/ medium scale civil engineering/ Designing,  renovation and construction projects.
  • Past experience in rehabilitation activities is essential.
  • Fluency in written English and Arabic language skills are required.
  • Interpersonal and communication skills, technical reports writing skills, working knowledge of engineering and MS office applications.
