Environmental Engineer

The House of Water and Environment (HWE) is a Palestinian not-for-profit NGO that was established in the year 2004. HWE aims to promote practical research into the current and future state of water resources and the environment in Palestine and across the region. www.hwe.org.ps

The HWE is seeking a qualified Environmental enginerr to work in a team of talented, motivated Palestinians. The position is for six months period with the possibility of extension based on performance and the availability of funding. The focus of the Environmental engineer will be on implementation, and monitoring of the EU funded SCOW Project (Selective Collection of the Organic Waste in tourist areas and valorisation in farm composting plants), in addition to other environmental, engineering, and coordination tasks.

More specifically, the officer will:
-Participate in the daily operation of the HWE and assist in supervising the implementation of the SCOW project, and other projects.
-Assist in and supervise the implementation of SCOW composting facility construction, in addition to any related activities such as awareness campaigns, environmental screening, and final conference.  
-Review the contractor’ and other consultants’ reports related to SCOW implementation and provide comments and recommendations to HWE management, contractor, and engineering consultant.
-Assist in the development of the formats, applications, reports and related standard and guidelines needed to perform the required activities.
-Develop capacity development activities for strengthening partners’ capacity in environmental planning, environmental monitoring, and management of the composting facility.
-Participate in the preparation of proposals and concepts for potential projects, and advise the HWE management and board of directors on the environmental soundness of these projects.
-Any other duties as specified by the HWE management

Qualifications

The ideal candidate should have the following qualifications:
-B.Sc. in environmental, civil, water resources engineering or related field; graduate degree is an advantage.
-Minimum of 3 years relevant professional experience in environmental studies and infrastructure projects in international organizations, consulting firms, or national NGOs.
-Experience in public institutions (Ministries, LGUs, JSCs, NGOs, authorities) is an advantage.
-Experience in developing environmental management plans, implementation and monitoring.
-Experience in capacity development and change management.
-Strong managerial, interpersonal skills, and proven team orientation.
-Demonstrable experience in project cycle management.
-Fluency in English and Arabic (spoken and written).
-Strong computer skills.
-Valid driving license.
