Environmental Impact Officer

Overview:  

Global Communities is hiring an Environmental Impact Officer for the USAID West Bank/ Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV).

The Environmental Impact Officer, reporting to the Director of Procurement, Grants, and Compliance, spearheads the integration of environmental considerations into project activities, ensuring adherence to local regulations and USAID guidelines. Responsibilities include conducting assessments, devising mitigation strategies, and monitoring implementation to minimize environmental and social impacts. The Officer fosters sustainable practices among project implementers and beneficiaries through capacity-building efforts and stakeholder engagement. Additionally, they support compliance efforts by assisting in the vetting process for project partners.

Roles & Responsibilities:

The role of the Environmental Impact Officer is pivotal in ensuring the adherence to environmental, social, and climate considerations within the Raedat Activity framework. The Officer's responsibilities include, but are not limited to:

Screening Checklist Implementation: Methodically apply the screening checklist to address environmental, social, and climate risks. This involves predicting potential impacts, developing mitigation measures, and ensuring the safety of people and resources.

Mitigation Measures Identification: Identify mitigation measures based on screening outcomes, discuss them with implementers, and document them in an Environmental Mitigation and Monitoring Plan (EMMP) for submission to USAID.

Capacity Assessment and Technical Assistance: Assess the capacity of Civil Society Organization (CSO) partners and Community-Based Organizations (CBOs) to enact mitigation measures. Provide technical assistance as needed to ensure full compliance with EMMP recommendations.

Beneficiary/Partner Engagement: Engage with targeted groups and partners to discuss mitigating climate impacts as a sound business practice.

Monitoring and Reporting: Monitor project implementation progress through regular Environmental Mitigation and Monitoring Reports (EMMR). Prepare and submit progress reports to USAID, including compliance reports, using an agreed-upon format for the Record of Compliance (ROC).

Capacity Building: Conduct training sessions on compliance for CSO partners and assist in monitoring and reporting efforts.

Integration of Requirements: Integrate social-environmental and climate change requirements into grant activities to maximize benefits and sustainability. This includes identifying risks, assessing activity categories, and determining necessary assessments and management actions.

Environmental and Social Impact Assessment (ESIA): Determine if proposed activities require a total Environmental and Social Impact Assessment (ESIA) before implementation.

Support Procurement and Compliance: Assist the Procurement, Grants, and Compliance department in vetting Pioneer Sub-awardees, trainees, and vendors. Maintain accurate data in the PVS system and tracking sheets to ensure compliance with USAID regulations.

Job Requirements

Qualifications:

  • A bachelor’s degree in civil and/or environmental engineering, environmental science, or any related field.
  • At least three years of relevant experience in environmental assessments and mitigation measure preparation.
  • Proficiency in using Environmental Impact Assessment tools.
  • Awareness of local and USAID environmental requirements.
  • Excellent knowledge of the local context in the West Bank and Gaza Strip.
  • Full professional proficiency in spoken and written English and Arabic
