Environmental Officer

Job Description
The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with technical, financial, and management experience in the field of Municipalities’ development, with particular experience in projects related to infrastructure, capacity building, employment generation, as well as data collection and reporting.

The MDLF is seeking a qualified, Environmental Officer to work at the Technical Department.

More specifically, the officer will:

-Participate in the daily operation of the MDLF and assist in supervising the implementation of the MDP, and other projects.
-Assist in reviewing and assessing the environmental feasibility of the proposed sub-projects; conducting proper screening of subprojects proposed by municipalities to ensure full compliance with the project requirements according to the EMP.
-Prepare Environment Management Plans for new projects and programs as well modify and improve the existing one whenever necessary.
-Assist and coordinate with LTCs in carrying out environment reviews and impact assessment of randomly selected sample of sub-projects.
-Review the LTCs reports related to environmental measures and indicators and provide comments and recommendations to the MDLF, LTCs, and municipalities.
-Assist in conducting regular monitoring for environmental mitigation which will be based on environmental scoping for each project within the positive list.
-Assist in ensuring that the mitigation measures proposed in the EMP are identified and needed environmental actions were considered and implemented accordingly; which shall be in consistency with the EMP.
-Assist in the development of the formats, applications, reports and related standard and guidelines needed to perform the required activities.

-Develop capacity development activities for strengthening LGUs capacity in environmental planning, environmental monitoring, and management of environmental mitigation measures implemented by municipalities in coordination with the local technical consultant (LTC).
-Assist in  designing, and carrying out of necessary public awareness campaigns  and public consultation activities related to  environmental monitoring, mitigation, and management in accordance with the  approved Environmental Management Plan (EMP)

Qualifications

1-B.Sc. in environmental, civil, water resources engineering or related field; graduate degree is an advantage.
2-Minimum of 5 years of experience in environmental projects
3-Experience in public institutions (Ministries, LGUs, JSCs, NGOs, authorities) is an advantage.
4-Experience in developing environmental management plans, implementation and monitoring.
5-Experience in capacity development and change management
6-Knowledge in local government related issues is a distinct benefit.
7-Strong managerial, interpersonal skills, and proven team orientation.
8-English language proficiency.
9-Computer literacy especially in MS office
