CRS is seeking a highly qualified consultant as per the following scope of work:

Purpose:

The purpose of the Scope of Work is to describe the services of a videographer to create a high-quality, five to seven-minute promotional video featuring the activities of the Envision Gaza 2020 program in high definition (HD) for use by CRS and its partners.
Background
The Envision Gaza 2020 program, a five-year $50 million USAID cooperative agreement, has two Strategic Objectives: 1) Vulnerable Gazans better cope with ongoing stresses and unexpected shocks: and, 2) “Gazans are engaged in Livelihoods activities appropriate to their skills and experience and prevailing market conditions. Envision Gaza 2020 will build resilience and self-reliance in vulnerable populations through targeted emergency assistance and the expansion of employment opportunities.

Envision Gaza 2020 is built on the premise that if households can meet their basic needs during
times of crisis, and have increased livelihoods opportunities, they will become more resilient to
the frequent shocks and stresses that define life in Gaza. To maximize sustainability, CRS draws
on the experience of local partners and CRS’ proven track record in local partner capacity building. With CRS oversight and support, all activities will be implemented by local organizations, who are best placed to understand community needs and well positioned to quickly respond to emergencies.
To provide vulnerable Gazans with much-needed opportunities to earn income to meet their
families’ needs, CRS and local partners implement a multitrack livelihoods program that offers an array of income-generating options. Each year, CRS and partners offer training and short-term job placements for skilled and non-skilled workers, focusing particularly on vulnerable women and youth. CRS and partners also provide small capital grants for business owners and entrepreneurship training and start-up grants to stimulate growth and job creation. Through this complement of activities, CRS hopes to build the adaptive capacity of vulnerable Gazans by giving them job and life skills that can be used beyond the life of the program. At the same time, the program focuses on investing in businesses to strengthen their productive assets, workforce, and market competitiveness.

Scope of Work:

The videographer will work with the Regional Communications Officer, CRS-JWBG staff and five core partners) to capture high definition (HD) video of various activities under Envision Gaza 2020 such as interviews with beneficiaries who receive food assistance and the vendors who participate in the project, interviews with applicants for the livelihoods component of the project including those beneficiaries who have been placed in jobs, and interviews with the beneficiaries who have received entrepreneurial grants to start their own small businesses. The videographer will accompany the CRS Regional Communications Officer and take direction from her to produce 1 HD video of approximately 7 or minutes to be used exclusively by CRS and partner staff for the promotion of project activities.
Depending on the amount of video shot the footage may be divided into two shorter videos which focus on specific project components rather than the overall project itself. This decision will be made by the Regional Communications Officer and the Chief of Party.
The videographer will also ensure that all individuals appearing on the film complete a signed consent form prior to filming. This form will be provided by CRS.

Responsibilities of the videographer:

- In collaboration with the Regional Communications Officer and key CRS staff

- Develop a proposed storyline of the video
- Prepare various scenarios to be featured in the film (ex: indoor/outdoor, individual/group, interview/action etc.)

- Film footage from different project activities throughout the Gaza Strip (Gaza, Middle Area, Khan Younis and Rafah)
- Capture a minimum of 7 individual interviews (mix of CRS and partner staff, project beneficiaries and vendors. Individuals will be chosen by CRS staff and partners,)
- Integrate English subtitles
Expected Deliverables:
The videographer will be responsible for completing the following deliverables:
- 7-minute DRAFT video in HD for review by CRS by July 13, 2017
- In coordination with the Chief of Party and the Communications Consultant, submit final, CRS-approved 7-minute video in HD on CD and in electronic version (mp4 or other)
- Submit all raw video footage captured to CRS
- Submit all signed consent forms to CRS
Timeline and important dates:
- Filming and interviews will take place July 9, 10, and 11
- DRAFT video submitted to CRS by July 19
- Final video submitted to CRS by July 26, 2017

Payment terms:

CRS will pay the videographer based on successful completion of deliverables. Each candidate should submit their best financial offer (based on the deliverables).
