Médecins du Monde (MDM) France is an international medical organization, which has been present in the Palestinian territories since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus.
For the increase of its activities in the Nablus Governorate mainly in support to emergency room in PHCC in cooperation with the Ministry of Health (MOH) and at raising awareness among the population on health related topics.

MDM is currently looking for qualified candidates to fill the positions of: Field Emergency Doctor

Starting Date : September 2011.
Duration: 10 months (with possibility to be renewable)

I-MAIN RESPONSIBILITIES
-Technical support in the implementation of a pilot Emergency Preparedness Plan (EPP) for the MOH structures and selected community members
-Coordinate with the Partner who will be teaching advanced first aid/ life support emergency training to Ministry of Health Medical staff as well as to the selected community members in the targeted area of intervention (In collaboration with the PHCC Director)
-Conduct Basic first aid/basic life support training to selected group of community candidates.
-Monitor, evaluate, follow up (including refreshers) and report on all training activities.
-Follow-up/Report on any ER to crisis

II-TASKS DESCRIPTION:
-Contribute to the implementation of the Emergency Preparedness Plan (EPP), Emergency Response (ER), involving all relevant stakeholders and in accordance with MOH ER/EPP standards.
-In collaboration with PHCC director, coordinate advanced first aid/life support training with training partner (PRCS), for the local PHCC staff, as well as to the selected community members.
-Participate in the selection of the community members who will attend the advanced training
-Prepare a list of materials to be included in the basic and advanced emergency preparedness kits, in cooperation with the Program Coordinator.
-Support and advise the Field-Coordinator and the logistic department regarding the procurement of any potential medical equipment (kits…)
-Responsible for basic first aid/life support training plan – including course content, training venue, training materials, act.
-Conduct Basic first aid/basic life support training to selected group of community candidates
-Ensure that the trainees complete satisfactorily their training course (advanced and basic), through an assessment of trainees’ attendance and of their performance.
-Implement in-service training sessions on ER/EPP for the medical staff in PHCC and in the community.
-Regular supervision of ER activities, regarding both the BLS volunteers, and the ALS PHCC staff and selected community members. Ensure standards and protocols are being followed for both basic and advanced life saving (skills assessment). Give re-fresher training as needed/warranted
-After any activation of the ERP (when security clearance is given) - debrief participants (PHC staff and Community members), report on number (M/F-over 5yrs, under 5 yrs) & types of cases treated, difficulties/ challenges and lessons learned. Check consumptions from emergency kits and replace as needed.
-Lead and facilitate awareness group activities for community members.
-Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MDM-F in relation to health.
-Assist in preparing an anti stigma brochure and poster as needed

Requirements
-Medical background (General Doctor with experience in emergency medicine/emergency medical services of 3 years minimum).
-Skills in project programming and evaluation, experience in emergency response.
-Experience in humanitarian medical projects with International NGOs.
-Knowledge of the context an asset.
-Good communication skills.
-Experience in teaching (non-medical) adults.
-BLS instructor certification (American Heart Association or Red Crescent Society)
-Good command of English language (both written and spoken).
-Computer skills (word, excel, PowerPoint, statistics software…).
