ER FINANCIAL COORDINATOR

SOS Children’s Villages Palestine is in process of prequalifying a roster of professionals in Gaza Strip and West Bank to implement a humanitarian intervention. The main objectives of the project are to provide life-saving access to basic needs through multi-sector humanitarian assistance, as well as protection children, youth and their care givers, and to provide integrated and holistic durable solutions to support family recovery, build resilience and self-reliance by enabling early and long-term recovery.

Position Title: ER Financial Coordinator
Working Location: Bethlehem
Status: Full Time Limited Contract.
Contract Type: Limited Contract for one year and might be extended subject to SOS Palestine priorities and fund availability.
Mission of the position:
Under the direct supervision of Finance & Controlling Director, the projects finance coordinator will be responsible for administering and monitoring financial, budgetary and treasury activities within the humanitarian aid
Main clients:
- Projcet Management Team.
· Institutional donors.
· Implementing partners.
Key performance areas and main responsibilities:
Budgeting and Budget Control
- participate in the budgetary planning, preparation, analysis, monitoring and reporting of project proposals.
- Ensure that Budgets Monitoring and Reporting meets SOS CVI and donor financial compliance requirements.
- Update BvA (Budget vs. Actuals) reports frequently and flag variations.
- Enhance and further develop the BvA tool to meet the needs of the grant.
- Ensure the most updated budget details are registered in SOS Palestine/ Donor System.
- Ensures technical alignment between donor and SOS CVI systems, chart of accounts and etc.
- Coordinates Programmes budget deviation justifications.
Accounting and Financial Management
- Guide Projects management team on systems, processes and procedures.
- Record grants in the SOS Finance system.
- Closely monitor expenditure trends and work with relevant parties to have corrections posted on time.
- Financial Record Maintenance: Compilation, maintain, and update accurate monthly financial records, ensuring compliance with proper documentation, reconciliation, and archiving.
- Cost Allocation: Ensure the shared allocation model is applied in a consistent manner in line with organizational and industry standards.
- Confirm the appropriate budget lines, and guidance on administrative and financial matters to the Project management team
- Establish Means of Verification required for justification of expenses.
- Develop adequate tools for monitoring of Implementing Partners, as well as close coordination with programme.
Safeguarding of Assets
- Assist in obtaining updated and verified fixed asset register for the project and report deviations to the finance and controlling director
Reporting
- Ensure the timely and accurate prepration, consolidation, and submission of financial reports to the donors within set deadlines.
- Establish and maintain a system for reporting and sharing relevant financial updates with internal and external stakeholders; develop reporting templates for financial and narrative reports and establish clear deadline for submission of regular financial performance reports.
Funds Management
- Prepare project cash flow and liquidity plan in collaboration with project manager.
External Audit
- Act as contact with external auditors on accounting matters and, in consultation with the FCD, make available to them all records required for auditing the accounts, including any additional audits for funding agencies
- Assist internal and external auditors in matters concerning the financial aspects. Respond to financial audit queries. Analyse recommendations and lessons learnt from internal and external audits relevant to the financial management, ensure proper follow up and action on relevant recommendations.
Project Cycle Management
- Ensure the proper set-up of accounting and donor requirements (PU, Bank account, etc)
- Maintain appropriate relations with donors and oversee submission of all financial reports as required. Maintain and manage the donor financial reports and monitoring report tracking schedule.
- Oversees the management and reporting of cost share and ensures that SOS PS achieves the results of which it is responsible under the donor agreement.
Child Safeguarding (CS)
- Responsible within own area of work to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
- Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line manager

Qualifications and Competencies for the position:
Must Criteria:
- BA Degree in the field of Finance and/or Accounting.
- Working experience of 5 Years in Financial Management.
- Experience in working as a financial coordinator.
- Experience in working with internationally funded projects like: BMZ, GIZ or EU.
- Very good knowledge of fund management and regulations.
- Very good knowledge of English.

- Intermediate Skills in using MS Office 2019
- Ability to work under pressure.
- Good communication skills.

- Knowledge of IFRS.

Preferred Additional Criteria
- Knowledge of experience in using Microsoft Dynamics, power apps & financial modelling.
- Knowledge in project management, controlling and monitoring.
- Advance Credentials in Financial Management are preferred
