JOB PROFILE
MSF Spain is looking for a skilled Logistics Manager in Hebron to help us in carrying out all activities involving Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project

Accountabilities:
- Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population
- Ensuring and monitoring the implementation of logistics/technical activities in the project / capital including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
- WHS: implementation of water, health and sanitation activities
- Supply: implementation and maintenance of an appropriate supply chain for the project
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
- Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
- Participating in monthly reports according to guidelines
Planning in advance and preparation of an Action Plan and Chronogram with follow up for all the logistic activities in te Emergency Intervention.
Supporting FieldCo with the security movements follow up for the Emergency team reporting any security concerns.
Supporting FieldCo providing daily Security meetings for the Team prior Departure to the Field.
Reporting to Fieldco and/or LTL any security incident.
Ensure the good communication between the Movement Team Leader and the Log Manager to follow the activities during the Mobile clinics.
Ensure the Movement plan is done correctly with the support of Head of Drivers according to the daily activities.
Supervise all the contracts and validation of the Internal request prepared by BFO
Supervise and support the BFO in all the works for the Maintenance and rehabilitation of MCs, PHCs and Hospital supported by MSF.
Perform logistic assessments aligned with the Medical Department, in PHCs , MCs and Hospital supported by MSF.
Support the Head of Drivers ensuring the correct function of the cars and follow up the status of them.
Preparation of Quotation, CBA and contracts for Rental Cars and all the necessary documentation and the services for all the fleet in the Emergency Response.
Approving the Internal Requests from BFO of the Emergency Response, with a good understanding if the quantity and material for some requests are needed and well estimated and ensuring that the needs are covered, reducing the cost.
Follow up the status of the IT equipment provided to the Emergency Team ; laptops, phones, tablets.
Preparing and follow up PMS and annual leaves for the BFO.
Support Head of Drivers with the PMS and annaula leave of the Drivers for the Emergency Response.
Provide Technical support to BFO when is needed.
Follow the needs in the Mobile Clinics locations regarding water and sanitation reporting to Watsan Manager any important mutter related to Watsan.
Prepare and send monthly written reports with the update of all Logistic Activities for the Emergency Intervention.
Follow up of the Emergency Response Budget supporting the Finance department with the MMR.
Follow up MSF identification provided to MSF staff and in rental vehicles.
Participating in the CMT in an active way, proposing any implementation and sharing all the important logistic information.
Meeting with another actors or supporting the Medical Team in MOH meetings.
Support Supply and Medical team with the planification and execution of NFIs kits and Food parcels distribution.
Support Watsan Department in Watsan activities related to Logistic.

Education
Essential secondary education and technical diploma or technical university degree, preferably as an engineer
Experience
Essential at least two years of working experience in logistics related activities. Desirable previous experience with MSF or other NGOs, and working experience in developing countries
Languages
English and Arabic are must, Hebrew is an asset
