CONTEXT

ORIGINS OF REQUEST

Initially, this request has been raised by the SRH team, considering that reaching the last year of the project, it would be relevant to have some external support to re-orientate our approach in that field. Following the proposition from HQ to do some transversal quality indicators such as satisfaction survey and focus groups on the quality of SRH services provided in the targeted CFTA and MoH health facilities. 
BRIEF INTRODUCTION TO THE PROJECT
The project of access to SRH services had been designed through different assessments: first assessment was conducted internally by the end of 2012, where Family Planning topic has been prioritized. Later in 2013, a deep assessment was done by MDM-F team in Gaza. Based on the two assessments, a project of 34 months has been designed to respond to the main identified needs:

-Poor access to Sexual and Reproductive Health services (SRH).
-Lack of information both in terms of services and rights. 
-Many misconceptions about contraceptive methods.
-High levels of unmet need for family planning (FP).

The activities were framed in four main results to respond to those needs: 
 
-Result 1: The capacity of health providers in the governorate are strengthened to provide voluntary and quality family planning services, with a client-centered and a right-based approach.
-Result 2:  The capacities of the CFTA (El Bureij) are strengthened to provide a comprehensive and benevolent care (medical and psychosocial) to women facing unwanted pregnancy throughout their pregnancy and after delivery. 
-Result 3: Access to information and services of sexual and reproductive health of women  and men of Middle area is improved
-Result 4: Stakeholders have a better understanding of barriers to access to sexual and reproductive health.  

EVALUATION OBJECTIVES AND TARGET READERSHIP

EVALUATION OBJECTIVES

The main objective of the evaluation will be to assess the effectiveness, efficiency, relevancy and impact of the current SRH running activities in order to re-orientate, re-frame or re-design future interventions. 
EVALUATION SCOPE
The evaluation will take place at the communities’ facilities targeted by CFTA (Women Health Centre), Deir AL Balah Primary Health Care Centre (MOH) and Remal clinic ( MOH ).
EVALUATION USERS
MDM-F SRH team will primary use the results internally in order to evaluate the current project strengths and weakness and to improve the quality of future intervention.  Secondary, the evaluation results will be shared with MOH and CFTA management to highlight the impact of MDM-F intervention within their centres. 

EVALUATION CRITERIA

OECD ESSENTIAL CRITERIA 

Relevance
To measure to which extent the designed interventions were responding to the needs of the targeted population. To measure if the prior identified needs are still present and identifying new needs
Effectiveness
To measure if the activities designed of the project and the implementation process was in coherence with the formulated specific objective and that each group of activities were responding to achieve desired results.
Moreover, it is really important to evaluate what has been planned and what has been achieved in terms of targets, beneficiary and quality.
 
Impact

Is there any change we can measure in the quality of services provided at the level of health providers?
Is there any change in attitudes and practices of health providers and community members?
Topics to be focused on during the impact evaluation:

-Family planning misconception by the communities
-Acceptance of the unwanted pregnancies and proper follow up.
-Integration of proper counselling within family planning  services
 
ADDITIONAL USEFUL CRITERIA

Partnership

To evaluate the similarity of the goals and objectives between MDM_F and the partner, the level of involvement of partners in the project cycle and the level of technical competencies to be able to handover the project properly to the partners.
To identify eventual new partners for future similar projects.

METHODOLOGY

QUANTITATIVE/QUALITATIVE METHODS

The proposed methodology will be based qualitative approach will be used in order to full fill the needs of the evaluation.
The qualitative part will include focus group and individual interviews.
Focus group: will target women and men from the communities, where at least 100 clients will be interviewed through 10 focus groups in different targeted areas.
Individual interviews; will target key informants in relation to the project, where 10 individual interviews will be conducted.

TIMETABLE
 
The evaluation should be conducted between November 2016 and February 2017.

Preparation or inception phase (document review and briefings):   between 12/03/2017 and 16/03/2017
Fieldwork phase / Qualitative part (data-collection and analysis):   between 19/03/2017   and 30/03/2017
Phase for writing-up provisional final report:   between 01/04/2017   and 15/4/2017
Phase for presenting findings and finalising report: between 16/04/2017  and 26/04/2017

The activity schedule is for guidance and is liable to be modified at any time, depending on the context and on the security situation in particular.

EXPECTED DELIVERABLES AND PRESENTATION OF FINDINGS

DELIVERABLES

A provisional final report written following the field phase shared with the steering committee. A definitive final report version including the comments and remarks resulting from the exchanges and comments with the steering committee.

The main body of the evaluation report must run to between 40 and 50 pages, excluding annexes, be submitted in Word, 12-point font and single spacing, and must include the following: 

-Executive summary (maximum of 5 pages)
-Introduction
-List of acronyms
-Context (description of the project)
-Evaluation objectives and chosen criteria
-Methodology and limitations
-Principal results and analysis
-Conclusions and recommendations (presented according to evaluation criteria)
-Completed recommendations follow-up sheet
-Annexes: ToR, list of persons met and timetable, questionnaires, interview guides, observation grids, etc. 

PRESENTATION OF FINDINGS

-Preliminary finding should be presented directly after finalizing all data collection and analysis.
-PPT should be prepared with the final results and presented to MDM-F, CFTA, MOH at Gaza level, Jerusalem level and HQ level.

The scoping, brief and tools used for data collection and analysis must be in English.

ORGANISING THE EVALUATION
LOGISTICS AND ADMINISTRATION
Equipment: one computer, use of printer, use of MDM-F vehicles
Means of communication: Mobile phone / internet access at Gaza office
Travel/Accommodation: Flight ticket / MDM-F cars and accommodation in MDM-F guest house in Jerusalem and Gaza
Administrative formalities: coordination to enter Gaza need to be asked three weeks in advance 
Other: translator

SECURITY

Briefing on security regulation by the General coordinator in Jerusalem and the field coordinator in Gaza.

STEERING COMMITTEE

The steering committee is tasked with validating the proposed evaluation objectives, supervising the evaluation mission and ensuring that the results of the evaluation are dismissed.
The steering committee will provide inputs and comments on the first draft of the report.
The steering committee will be composed of:

-SRH – referent ( S2AP )
-General coordinator (Jerusalem )
-CFTA director  (Gaza)
-Field coordinator (Gaza)

SKILLS REQUIRED TO LEAD THE EVALUATION PROCESS

-Extensive field SRH experience (specialized in Family planning)
-Good knowledge about the SRH in Palestine / Middle East.
-Expertise in the use of quantitative and qualitative data collection and analysis.
-Expertise in development project evaluation
-Excellent English writing and oral skills / Arabic is an asset
-Excellent communication and group facilitation skills
