PALESTINIAN ELECTRICITY REGULATORY COUNCIL (PERC)

EXECUTIVE DIRECTOR

REPORTS TO: Chairman & the members of the Board of Directors of PERC

SUMMARY OF DUTIES & RESPONSIBILITIES (DESCRIPTION):
Responsible for the development and operation of PERC, in accordance with its mandate, AND responsibilities as derived from relevant Palestinian Laws and as assigned by the Council Chairman.

DUTIES & RESPONSIBILITIES
1-Provide consultation and advice to the Board on policies and issues concerning regulation and the electricity structure.
2-Responsible for the day-to-day operation of PERC.
3-Provide recommendations to the Board with respect to all aspects of decisions required to be made by the Board
4-Provide broad policy guidance and general oversight of the departments
5-Plans and organizes, in consultation with the board Chairman, the presentation to the Board of
analysis and recommendations on investigations, policies, procedures, rules and regulation or any
other matters upon which the Board must decide.
6-Responsible for staff development and the institution of staff training programs.
7-Overall responsibility for the timely conduct of all Council activities, technical, financial and others.
8-Responsible for development of PERC budget for approval by the board.

QUALIFICATIONS:
1-Master's degree in electrical engineering, economics, finance, or accounting
2-10 years related professional experience with at least 5 years in a senior executive position
3-Private sector experience and/or public utility experience is a strong plus
4-Strong quantitative, verbal and written skills
5-Computer literate in at least Word, PowerPoint, and Excel required
6-Fluency of English required
7-Ability to negotiate with diverse groups of interests over complex and technical issues in often
contentious and adversarial situations
