Job Description
Drosos Foundation is a private, charitable, non-profit organisation, based in Switzerland. It is politically, religiously and ideologically independent and committed to enabling disadvantaged people to live a life of dignity.
Drosos Foundation develops and supports projects that have a direct bearing on improving the living conditions of particular groups of people. Project implementation is typically commissioned to partner organisations such as the A.M. Qattan Foundation (AMQF).

The AMQF is an independent, not-for-profit operational organization. It considers the two principal areas of culture and education as central to any long-term and consistent process of human development. The Foundation targets a variety of social groups, with a particular focus on children, teachers and young artists.
The Qattan Center for the Child (QCC) is one of the AMQF’s core programs. With the support of Drosos Foundation, QCC is renovating, refurbishing and up scaling an existing small library for children and youth at the Al-Maghazi Society for Community Rehabilitation (MSCR) in the Gaza Strip over a four year period. A diverse culture, education and leisure programme will be introduced and the capacity of the staff strengthened.

As Drosos Foundation is striving for effectiveness and efficiency of works done by partner organisations under contract, Drosos Foundation in coordination with the QCC are currently looking for an external consultant to conduct a comprehensive interim evaluation of the project.

The consultant will be under contract with Drosos Foundation and report to it. Close cooperation with QCC is expected.

Key Tasks - Project Evaluation:
-Develops a comprehensive evaluation system
-Defines goals of the evaluation in regard to project implementation and management (quality, efficiency, effectiveness) and to project impact on the target group (sustainability, quality)
-Identifies methodology, approach and sampling method
-Defines selection criteria and indicators (qualitative and quantitative), based on the project document
-Defines implementing guidelines (task, responsibilities, timeframe)
-Delivers reports of the interim evaluation and recommendations

Qualifications and requirements:
-Degree in sociology, social work, development or a relevant field
-Proven record of work in cultural institutions or in the area of library management
-5 years professional experiences in field work, project management and evaluation
-Fluent communication skills in Arabic and English
-Access to Jerusalem and the Gaza Strip
-Understanding and interest in library management and children’s activities
